I'm having the same problem becuase I want to make a new character for when I buy gold so I can give him the 50000 tokens.

I have removed all my characters, even the one with Gold Member tokens, only made an Outlands Character to see.

I have absolutely no idea why this is happening, I just created one yesterday for testing purposes, with no problem.

Umm... In the video, you didn't give the character any attributes (probably nothing)
Second off, you clicked outside of the box probably closing the character creation window.
You didn't click the continue button when you were done so it didn't create the character for you.
I am probably wrong, but those are the things I have noticed in the video.
