Missing Equipment on C45

After being on leave for a few weeks (refer to my LOA topic) I come back now with no stunstick and when I went to use my gun for actual target practice it disappeared as I was about to reload but still shows up in my inventory, which still doesn't allow me to use it.

You need to go buy a stunstick now. It's a new update.
As for the guns, you need ammo.

Ask someone with access to the armoury (preferably OfC+) to get a stunbaton.
Load the pistol with some ammo and you'll be able to shoot it once again.
