What are you doing when it goes up to 78?

If you can, turn up the fan a bit more from 21%. I run my fans on full pretty much all the time and have done for a year and it hasnt broken anything.

70 C is normal when you are playing a high requirement game, so don't worry.

Well, I've got a notebook. My component's temperatures are at sixty degrees during the times of standard usage, in peaks it goes to seventy or eighty. As Kasull said, unless the temperatures are near to 100 °C, it should be okay.
Anyways, unless you have very old computer, it's motherboard and the operating system monitor the temperatures themselves and shut the computer down automatically when it begins getting really bad - so no worries.

My computer is usually at 80 C whenever I'm playing Borderlands 2 or newer games, and I'm using a desktop.

90 degrees Fahrenheit is particularly low, and is about 32 degrees Celsius, which is absolutely fine and nothing to worry about. You likely couldn't get the temperature much lower. However, 90 degrees Celsius is far too hot.
