This is normal city 18, but it is daytime, flooded subways, and a gassing chamber instead of the torture room. Check it out.

I haven't downloaded this yet but 2 things. 1. You haven't turned the lights off, 2nd, Is it HDR? Doesn't look like it.

I can suggest one thing though - Fog. Adds atmosphere.

There's fog, but it's largely distant. I am working on them streetlights.
