Instead of formatting, this way you won't loose your data.  Press F8 while you're booting up your computer, then enter Windows in Safe Mode.  Go to http://www.malwarebytes.org/ and install it.  Run it and use a Full Scan and wait for it to finish, then tell it to delete all of what it picked up.  Shutdown your computer and restart into normal mode, hopefully it's gone.  Get a good anti-virus product, I use Malware-Bytes Pro, amazing protection against almost anything, it's pretty cheap too.

I did some researching and found out I have a type of malware often referred to as Scareware or Ransomware.

I got a picture on my screen very similiar to this one, but it said a few different things, and of course wasn't UK, it had Canada pictures n stuff.

I've never used Ukash or Paysafe or whatever, but I use Malwarbytes and Vipre to find and remove the virus, and a few other things, and my computer seems to be running normally again now.

Malwarebytes is amazing, use it myself.
Though I do recommend using Microsoft Security Essentials over than any other virus software out there I guess.

 I currently use AVG on my computer as we speak. It does the work itself and it blocks everything such as pop-ups to viruses that I download over the internet. It is for free and you should download it as we speak. It's a great program indeed.
