Write a detailed in-canon back-story how your character obtained these authorizations.
During the lead up to the 7 hour war, the combine thought it best to try and use some of the synthetic that had made previously to that more and more, and they increased production of hunter units. During the build up, 18269 was created and outfitted, and attached to an OTA quick strike squad, due to be in the upcoming war.
After being outfitted and programmed to a new firmware, 18269 was prepped for the strike, and practices in close combat exercises and manoeuvres with OTA squads.
The 7 hour war occurred, and 18269 and the squad it was attached to were given the area of Manchester to deploy into, its primary target being the university barracks. It was deployed, and it was first to reach its target, where it caused fear, and made everybody scramble in a predicted but more so than the combine thought. 18269 itself killed hundreds of citizens, and did very well in the close quarters of Manchester. It proceeded to be given permission like many other hunters to move to the countryside on their own or in 'packs', and to hunt and make sure everybody was rounded up or killed. It did well, but it was more 'used' to fighting in more close quarters, such as cities and forests, or a more closed up version of countryside.
After the 7 hours war and a few weeks afterwards, it was re-tasked to what was to become city 45, and was given orders to clear it and the area, of which it did well with other hunters roaming the area. It was then tasked to do the menial job of guarding areas while the nexus was created and built, and other buildings also.
During the first city 45 exogen attack, it performed well, but it was overrun, and managed to get back to the well defended nexus, with some of its leg missing and bites everywhere, not that the bites did anything to it. It was given a new leg part and put into an extended stasis until the exogen's died down a little. After that, it was brought of the stasis where it was deployed to help OTA units clean up the area, and it performed exceedingly well, even better than in Manchester in the 7 hour war. It was tasked with little things, but ones where, if it had feelings, it would enjoy them, but it doesn't.
It continued to move around city45 and the surrounding area, clearing it of anything its programming deemed bad. It was then recalled, and given a firmware update, and along with that, a newer, better, flechette gun. It was used to great extents in what became the outlands of city45, and it drove fear into the hearts and minds of refugees.
18269 did an excellent job throughout and has drove fear into many people of city45, but most people that see it die.

Not able to speak, or rp any sort of emotion.
What do you plan to do with these perks/defects?
Act like a hunter would on outlands, striking fear into people, and if it finds anybody, amputating them.

The hunter can be for both, but really it is outlands only. Also, gender does not count for this, but its a required field so i just put male.
