For the people who want to log their experience in the CCA or send messages to people in the CCA.

The title for logs should be: <::||Rank.Unit's Private/Experience Logs||::>
(EX: <::||OfC.### Private Logs||::>

The title for messages should be: <::||Your Rank.Unit [To] [InsertNameHere] Rank.Unit Message||::>
(EX: <::||OfC.### [TO] DvL.### Message||::>

Sorry if this is bloody obvious, but I was thinking of starting a log and before I did I wanted to know if other HC and such can ICly access it. This is important so I know what I can and cannot put in it since some stuff would be better for them not to see.
