This note could be found on various walls in the sewers and tunnels.

The Firelight Outpost is a peaceful location where weapons and hostility is frowned upon. 
It is open to the public and can be used to work out problems with someone peacefully. 
The Firelight Outpost can be found near the humming of fans and the sight of smoke in the sewers.
