City Administrators
« on: January 09, 2014, 11:22:35 PM »
Hey guys, thanks for not telling me CG came back up with HL2RP, fuck yourselves.

Okay so anyway, City Administrators, simple system and rules to ensure more entertainment from Citizens, Anti-Citizens, CCA, and the Citizen Administrators themselves.

1 Consul ---> 1 Administrator ---> 3 Chairmen ---> 3 Co-Chairs

Branches:

General Business

Civil Workers Union Affairs

Propaganda

Suggestions on Rules:

They should have more control over Overwatch, but not CCA. Consul should have the respect of a CmD. Administrator the respect of DvL. Councillor the respect of a OfC. Assistants the respect of the avg. Citizen.

They should be free, assistants should be able to freely leave the Nexus along with Councillors. CCA should escort him/her to their home at their discretion.

Administrators and Consul should command OTA. Not fully, like, breach that building, but when it comes to escorts or visits to areas where OTA are around them.

Public visits should occur a tad bit more often. Just a tad and shouldn't be restricted so harshly against others.

Any other suggestions or questions/concerns feel free to post here.

CA also needs to be highly involved with the CWU, as they share really similar goals in terms of mainly being for the citizen population of the Union.

Current Characters:
Abdul Sadek - Unregistered citizen, currently near City 18.
Monica Halleway - A seemingly crazy woman roaming the plaza.

Former HL2RP-Characters:
Jennifer Hanson - Former trader now involved with the Lambda Movement in City 17.
'091' - A former rogue medical unit now on the Combine Homeworld. Or is she?
Michael 'Y' Eloriga - A wanted criminal located in City 17, frequently spotted on rooftops.

I think CWU and CA should be integrated similarity as to how a commissioner irl would report to their appropriate minister. Not all CA's should have relations with the CWU but at least one should be designated specifically to oversee their progress and to allocate funds/grants/etc

i feel like there should just be one face of the cca e.g House as he was quirky and had good speeches instead of 12 different old men with different ethnicities and nationalities

As long as the CA has more interaction with citizens instead of having to have OTA on and it being a big deal when a citizen meets a CA, I'm fine with whatever happens. All I want to see is more interaction.

Here's an idea...

Why not merge CWU and CAB. Now, before you bash me, hear me out.

Think of the generic office environment of a politician or even a business like say...the president or walmart or something i dunno. There's the head honcho man which is the guy/girl in charge (President or Chairman), being the head Civil Administrator or Consul. Then from that point is goes down in the structure to Vice President (or CEO), so on and so forth. So my proposal is that you bring the two together (especially considering the fact that they worked hand in hand almost all the time before anyway) so that way they hold more relevance to one another and build up the hierarchy of both.

As you can see in the diagram above, it could essentially work like that. All the important positions filled by those of the CAB like Chairman, CEO and General Manager and then the sub-branches being primarily made up of the CWU. Personally, I think this make the system cleaner and gives them both more to do. So instead of just straight speeches for the CAB, they also have a hand in the affairs of the CWU and can go about to manage them in various ways much like general employees and where the CWU would just have retail, they also have a hand in politics in the city (in conjunction with the various reforms people were talking about like making CWU have a hand in R&D). Overall, I think this will add a more fluid and dynamic system for both that isn't so...one tracked as they have been in the past.

I dont think merging them is the best of options. Thats like saying lets merge OTA and CCA into one group because they have similar jobs. The reason why they were so dull and one-tracked was because no one really put a ton of effort into making fundamental changes in what the CWU/CAB were doing, and there were also a lot of restrictions put in place by the overwhelming roleplay giant that was the CCA.

The CAB and the CWU need to be brought closer together, yes, but forming them into one super organization is not the best way to go. Only a few CAB members should be invested in working with the CWU, as there are other tasks that a CA can perform separate from them. Along with that, the CWU has to have some autonomy if they're going to be able to grow/manage themselves effectively. You don't need a bunch of CAB members just there to say 'okay you can do this ya', because that just cockblocks things and makes you have to wait til it gets okay'd by this entire hierarchy.

tl;dr just have a few CAB members heavily involved with the CWU, but dont merge them together because theres no need and it would be a bad idea in general
