Why not make hats buy able? Like the top hat or a cap etc.
They can be equipped using the wardrobe and be worn until taken off ( like the clothes )

What do you mean metagame?  All you would be doing is wearing a hat... and you would buy then and not just randomly find them... LIKE the hat simulator.  Yes, it may be goofy in all, but think, more rp... such as the hat being shot off your head maybe?
