Mayor Player Management bug

What happened when the bug occurred?
I could not demote any bus drivers as in the mayor player management menu. The job even showed as 'Citizen' in the menu.

What was supposed to happen?
I should have been able to demote them.

Picture/Console Errors:

He was a bus driver at the time, no picture of the scoreboard tho.
