What does this mean exactly? Is it a warning system? Is this the number of times I've been banned?

That means you were banned thrice, and two more, you'll get p-banned.

If you get 2 more you're permanently banned. But, if you go a month without being banned one point will be removed. If you're perma'd this won't happen.

I though bans were reset with OCRP2?

Also, I have a friend that has been banned 11 times, but he only has 1 minor infraction.

Bans dont count if they are a day or less. (AFAIK)

Bans did get reset, but I'm pretty sure the ones who had been permanently banned start off with three strikes, because I remember Knoxed being permanently banned as well and he has three strikes.

It's bans that are over 12 hours that add a point.

Bans over 12 hours add points. Ban points fall back to the beginning of OCRP1.5.

Ban marks was not reset, some permanent bans was removed.

Some people who were permanent banned back on OCRP1.5, are now unbanned and now have either 3 or 4 ban marks.

Just behave, and don't get banned for a month to lose your ban marks.
