Write a detailed in-canon back-story how your character obtained these authorizations.
When Burie finished school, he knew he wanted to go to university. So, he packed his bags and left for a world of science and learning. See, he liked physics, and anything that had to do with it. Such as electromagnetic interference. Anyway, what he got was a low-tier university with bored students. The life he imagined here was in shatters. It in no way resembled what he had seen on TV and heard from other people. The students weren't motivated at all, neither did they actually care about anything. They were pretty much here either because their parents forced them, or because they think this can assist them in getting a job. This enraged Burie to the point that he thought about leaving the university to just study by himself. The classes were being held by uninterested teachers who didn't care about the students as much as the students didn't care about the teachers. As Burie was about to leave, he met a teacher. Now, he looked like a janitor. Apparently he was. He was fired from the teacher staff for some reason, and didn't care to explain. The initial meeting was Burie walking out of class frustrated as usual, when he bumped into the old guy. Burie wasn't in the mood, so he pushed him aside and attempted to start walking again. The old man stopped him, saying he has no manners. This, in turn, led to the old man rambling about how, when he was in school, they had to respect teachers and school staff. Burie laughed and ridiculed the university staff. He saw them as bumbling idiots that knew nothing of physics. The old man raised a brow and asked why did he want to learn physics. Buries answer was simple: he wanted to learn about how radio waves and electromagnetic interference works. See, later on in life, he wanted to be somebody who can repair complicated equipment related to TV's, satellite dishes, radios and other such devices. The old man told him to quit the university and, if he would give him a home, he would teach him physics. Burie was about to laugh it off, when he realized, he wanted to leave this place. So, he agreed. Although having random old men in his home didn't quite appeal to him. So he rented the cheapest motel and ran with it. The next day, the old man began teaching him the ins and outs of what radio waves can actually accomplish, and what advanced physics and help him in life with. He wanted Burie to know what his options regarding to a job later in life would be. And so, Burie thought that his options were pretty good judging by what the old guy said. For the next 6 years, the old man taught Burie everything he knew about physics, radio waves, emitter device assembly. He taught him how the inner workings of it are made, if he ever needed to repair one. Also, being an old man, the sixth year was dedicated on how to disassemble random stuff like stoves. The janitor knew his stuff, for being a washed-up teacher. In those 6 years, they became good friends. He also got a forged masters degree from him, after he told him that this was the reason he was fired in the first place. On the day he went job hunting, the combine invaded Earth. The old man was crushed by a bus, and Burie was thrown into a blue uniform and told to conform. This didn't sit well with him. And now, he is thinking what he should to with this knowledge of his...

Perks
Will be able to disrupt radios around the city, make makeshift radio, television wave interceptors and also know how higher grade physics work. Will also be able to disassemble a radio properly along with items like stoves, TV's etc.

Not a lot of physical strength.
