A concern about Adobe Photoshop Effects 9.

[The Mysterious Stranger]

 I currently have a program (that was installed the first time I got my laptop) as said by the title, "Adobe Photoshop Effects 9" in which adds a variety of effects. I do wish to make something out of it such as armbands (for Sierra group) but I suck at doing so. Is there anything that you can tell me that WILL help me atleast?
