Write a detailed in-canon back-story how your character obtained these authorizations.
After being cast out of the city, specifically City 18, Wolfram travelled, in search of supplies, shelter, anything he could use to increase his chances of survival. New to the game of survival Wolfram felt that 'acquiring' items from others without their permission was his best hope next to scavenging the barren wastes. Though this life choice is not always the best, as many others may not take too kindly to idea of their loot being snatched, Wolfram's greatest find would not be one he could scavenge or steal.
Atop the abandoned lands of the canals, in the mostly unlikely of places to be encountered, Wolfram found knowledge. In the form given to him, being a book, it could very well be scavenged or stolen, but knowledge itself could not be, only the material respresentations of it, which were given to him by another unlikely spectacle. This spectable of a being, was as unlikely, yet just as bonding as with the environment around him. The wires and digital devices were almost the walls themselves in this compact and condensed home, the setting, so complex and disorentating, intimidating too, and yet so ironic, its distance from an OTA outpost. The man, as similiar to his dwelling as well, was more inviting with his nature of being, in his dusty lab goat, and perceptive glasses he wore with taped wrapped around the middle. Even more receptive was he, when offering a book, after a conversation to Wolfram, holding the knowledge of survival in his hands.
The chances of survival are a valiable with direct correlation to the knowledge of the "survivee", Wolfram knew this and with that thought, subconsciounce as it was, he placed the cover-torn book in his backpack, and said his thanks, finishing his presence with another conversation.
When Wolfram wasn't scavenging or stealing, or even avoiding another adrenaline rush from an OTA hunting squad, he read, something he hadn't done since he left the city, with the only book being avaliabe, The Zen of the Union. (A classic of its time.) This book did not 'teach' of harmony and peace that the opressors brought, it taught something Wolfram wouldn't mind, no he would be happy to read repeatedly, because this book contained something that didn't dillusion him, it contained knowledge of survival.
Though the first couple of chapters, as interesting as they were, could be skipped over or skimmed for a few pages, but when skeeming and catching certain words here and thre, Wolfram caught words that he appreciated, that he felt almos captivated in, because these words, were truly words of knowledge that could save his life. In a hostile environment, such as the Outlands where accidents are prone to its malnourished 'citizens', and gunshots and bullet wounds were a common day problem, this knowledge could save lives, more importantly, his.
First Aid was interesting, though he remembered it when taught it as a boy, it was a subject he didn't mind forgetting sleeping through on occasion. Though he read still, interested in the teachings and the nostalgia it brought, as well much of the information began to flicker in his mind from when he was first taught it, the parts he slightly retained when daydreaming that is. He knew still though at this time the chapters concerning First Aid would be worth retaining, and being reminded a second time, he was not likely to forget, especially since he now carries the book around with him in his backpack.
In the second part of the book, Wolfram figured out that this information was important to retain, because during times of struggle, he couldn't pull it out in the middle of a firefight as the rest of the chaptes taught. That as a Combat Medic, priority will keep you alive, knowing your stuff. The second part of the book was now more interesting to Wolfram, putting First Aid to practical uses, thought the chapters of First Aid, though did concern Wilderness Survival. But really, when were you really going to need to perform the Heimlick manuever on someone where food is just as abundant as happiness? Wolfram learned of bullet wounds, and thought of OTA hunting squads, he learned of polytrauma, and thought of explosions, and learned of splints, and thought of direct combat, imaganing him in the position of a Combat Medic and handling the duties he would tasked with, saving lives, more than just himself, it was almost an obligation to abandon survival, but the morality conflict is something Wolfram wishes to keep supressed when he can.
Upon the destruction of City 18's CWU, and the relocation of its citizens to City 45, supplies ran low, it was harder to scavenge, and the conditions then were harder on survival, so Wolfram migrated to the Outlands of City 45. After investigation of the new wasteland, Wolfram came upon an abandoned Soviet bunker, and there met a group, more organized then one he ever met. It's soldiers were disciplined, and they focused more on serving the group, they focused on servingothers and helping refugee's. Apart from this it was in the other interest, the interest of survival which may have particually drove Wolfram to want to be apart of the organization that called this bunker its home.
The Alliance needed members who were useful, not members who would sponge off the refugee aiding organization, upon eharing news of a need for a First Aid Combat Medic, Wolfram felt he found a place, after all of his travelling and scavenging, which lingered with his name, and found a place where he could thrive, and where he could, Help.
Wolfram now hopes to use the skills he learned to help these organization members in aiding refugee's and toppling the Combine. As well, being as organized as it is, only having a tase of what real combat could be, Wolfram now hoped he could learn from the experience of others within the well-trained group. How to shoot straight, how to handle combat stress to increase the survivl rate of not just yourself, but of your comrade. With the skills Wolfram had leanred, he beleives, he could now be of use, to an almost greater good, and use his knowledge of First Aid in Combat Medic , as well accumulate new, and hopefully more advanced skills along the way.
