Server Update

Recoded Yacht steering and made it more 'sturdy'.
Recoded Fishing Boat steering and made it more 'sturdy'.
Yacht now sinks slowly instead of the half a second sink as before.
Fishing Boat now sinks slowly(slower than the Yacht) instead of the half a second sink as before.
Added boat horns to SC-1, Yacht and the Fishing Boat. ALT(walk button) to use.
Fixed H500 seat changing bug.
Fixed an exploit with physgun.
Added an admin tool to help with administrating.

I tried to physgun my Airboat but I couldn't...I imagine it is from the update. Also, it seems like the fishing containers now freeze into place. Not sure if people physgun them or what, but when I steal a container 90% of the time they are frozen.
