Reason my character should be transferred to the City:
Returning from self-exile.

Detailed back story explaining my escape from the Outlands:
When Caps left City 17, he did so for good reason.

They found out. They knew what he was up to, he had to get out of there, he couldn't risk it. So he left.

It's been a while since then, Caps tried to adjust to the Outland's life but  it wasn't for him. Didn't really matter anyways, he needed to go back soon...people were waiting for him.
The day Caps decided to leave, he bought food and water off of people, and headed over to find Jules. Upon finding him, he asked him for a favor.
You see, a few days prior to that, Jules was in a scrap. Needless to say, it wasn't turning out the best for him. At the last moment, Caps showed up and distracted the guy just long enough to allow Jules to get a comeback and finish him off. After that, they began talking and became acquaintances.
Back to present day. Caps asked Jules if he would be willing to drive him to the City in return for the food and water he collected alongside a good deal of tokens and some SMG ammo he looted a week prior. Jules agreed, but said he would only take him just over halfway there. Caps reluctantly accepted, and they head off.
The trip there was pretty smooth. Just a couple encounters with wandering Antlions and such, but nothing that couldn't be avoided or slipped past. Once they reached what Caps thought was the halfway point, Jules let him go and wished him luck. Caps walked the rest of the way, sticking to a simple and secluded path, keeping his weaponry in hand at all times. After what seemed like hours of travelling, there he saw in the horizon. Smoke billowing from pillars inside a City.

He made it. City 17.

As he proceeded towards the City, he took the note out of his pocket, eyeing it over.
"Who is this man...?" was his last thought, as he pocketed it, shaking his head and continuing onward.

Back at Ineu Pass, Keiji had an idea. A brash idea, one he thought he probably wouldn’t succeed with. His hope was to create himself a car; a car that would assist him in whatever way he could come up with. At first, he shrugged the idea off. After all, he had only just taught himself how to work with cars and other machinery. But still, the fire that drove Keiji on for this long still burned, so he went for it.
He began to scavenge around the Pass with the assistance of Jules and Griever searching and scrounging about wherever they could, keeping as discreet as possible about the situation. Weeks would go by with searches turning up nothing, until one fateful day when Keiji and Griever were heading through the car tunnel. A room had recently been set up, with its occupants out doing god knows what. Inside were a few boxes, some food, etce. But the big thing that caught the two men’s eyes was the battery and the two cans of fuel. At first Keiji was in disbelief. He thought that there was no possibility anyone could’ve found such things, but there they were in front of him. As Keiji stood eyeing the engine, Griever was none the wiser to act, picking up the two cans and already began heading for the door.

“Fixer!” Griever shouted as he head towards the door. “Get the battery and let’s get the fuck out!”

Keiji snapped out of his trance, peering about for a moment. He grabbed the battery, heading for the door as his toolbox rattled on his back. The two took off down the road towards Belles, laughing the whole way.
Skip forward a few more days of unsuccessful scavving. Ineu Pass was attacked. Out of all the things Keiji was forced to leave behind, he made sure he was able to get the fuel and the battery out with the assistance of Griever and Jules. Upon arrival of the Valley, Keiji set up shop in a garage outside of the Factory. (Town B) Griever had parted ways with them soon after, but Jules stuck around. Keiji was none the wiser to take advantage of the newfound land, having found a junkyard. He set off with Jules, seeing what supplies were in this treasure trove of machinery. A quick investigation found them finding necessary parts such as Axels and Mufflers. Soon as they were going to pick up the parts and leave, they were ambushed. Gunshots had rung out from what sounded like near the entrance as the two men were split up. Jules took cover inside as Keiji was forced to hide behind a rock. More shots rang out, and Keiji took off behind the building under his own cover fire, successfully making it inside. A firefight ensued as the two men were cornered inside. Jules and Keiji planned to split and run out, causing a diversion. In doing so, Keiji was able to slip around the corner behind the building, but Jules was gunned in the leg not soon after. As Keiji turned back the corner to see what was going on, he was stopped at the building’s doorway by a female up on the ledge. Keiji pinned himself to the doorway, most of his body inside the building as the woman stood atop the ledge looking down at him. She spoke with a thick Russian accent, saying:

“Get your buddy and get the fuck out of here. Your kind are not welcome here.”

Keiji stood fast same as the woman for awhile, until she began barking threats. He knew his only option would be to come out peacefully. He twirled the gun in his hand, holding it backwards and by the handle as he raised both his hands. She then lowered her gun, telling him once more to leave as she walked off. Keiji then rushed to Jules, finding he had been shot in the back of the calf. He called for help, taking out his radio and seeing whoever would show up.
No one answered.
He tore the sleeves off of Jules’ shirt, wrapping those around his leg to stop the bleeding, not knowing much else to do. Just as he was about to yell over the radio again, two men had shown up. Gabriel and Laurence. They offered assistance and Keiji was reluctant to let them. Gabriel picked up Jules, hobbling him along down the hill towards the Inn where Paul Haynes was awaiting his arrival. Keiji and Laurence, however, quickly scanned the area then decided it was best to grab whatever they could and get out. The two Axels and Muffler came home with Keiji. The two spoke upon arrival at Keiji’s garage. Their initial meeting was a bit antsy, but they shared common interests. They both told each other of their plans and agreed to assist one another, Laurence’s end of the deal coming first. But to prove his worth, Laurence assisted Keiji with one thing: He helped bring one of the yellow chassis outside of his garage inside with Keiji’s materials. A brief look over of the chassis saw it having a near full interior. The seats, wheels, sticks, all that stuff.
Skip forward a day or two. Laurence had nabbed up the Factory near Keiji’s garage and set it up, solidifying a group in the area. Jules’ leg had begun healing and it was determined he would be fine. Nevertheless, Laurence’s end of the deal was finished, and Keiji’s end was soon to be completed as well. Keiji and Laurence set out alongside Grigor (another group member) to return back to the Junkyard in hopes that the crazy Russian lady was gone. To their disbelief, she was. Again, they were able to take advantage of the situation, this time finding a stack of four ties clipped together on top of one another. Grigor watched the entrance as Keiji and Laurence began to work away, unclipping the tires. They each took one tire, proceeding to head down the hill towards the garage. Grigor watched their backs as they traversed the tires slowly down the cliff, making sure not to keep a good grip. The first two tires were able to successfully make it to the bottom of the cliff and into the garage, but it wasn’t until the second trip back up that they had troubles. The trip was exhausting. Exhausting enough that Keiji opted to leaving his backpack and toolbox behind in the garage to lighten the load on his back. When they reached the top of the hill, the two men retrieved the last two tires as Grigor watched their backs one more. They continued to roll them down the hill until suddenly, Laurence hit a rut. He tripped up, almost losing the tire. Grigor had got in front of it and the two were able to stop it from falling...but that was not the case for Keiji. He misjudged grabbing the tire upon hearing Laurence trip up with the tire, as it slipped out of his grasp. He lunged forward to grab at it, but found nothing more than gravel in his hands. The three paused where they were watching the tire roll downwards, hit a gap, bounce a few times for a good 50 feet, then smash into a tree; obliterating both tree and tire. The third tire came down the rest of the hill slowly and successfully and Keiji went over to check on the tire that lost his grasp. It was done for, huge pieces of rubber had exploded off the tire and it was simply toast.
Skip forward a good week. The group decided on one more trip, having needed only now an engine and the last tire. Grigor was unable to come with them this time; leaving limpy Jules to come with them to act  They head back to the Junkyard once more. Surprisingly, it was clear again. They began to think that maybe the Russian woman just scared them for show. Jules took watch at the entrance, sitting near one of the posts whilst Keiji and Laurence looked once more. They searched more thoroughly this time, in hopes that they’d actually have time this go around. Every car looked almost scrapped by now. They were able to find that fourth tire, but it was a little flat on air. The engine...that took longer. They searched every single car for a good half hour until Laurence finally found one. He called Keiji over and they both peered inside. The engine looked dirty, dusty and a bit rusted, but they figured it was better than nothing. Keiji began unhooking the engine, keeping key components and such to put it back together if need be. Upon unhooking everything, they hoisted it out and Keiji began peering it over. The innards looked almost fine, they were the most protected from anything. It was the stuff closer to the outside that was a bit busted. They needed two spark plugs and a new timing belt, something that wouldn’t be easily found within the Valley, after having looted the Junkyard enough as is. Nevertheless, they took the engine down the cliff, being extremely careful so as not to drop it. They arrived safely at the garage, realizing how close they were to finishing this project. Laurence then took Jules outside with him to get the last tire, leaving Keiji to himself for awhile.
He walked around, peering over his accomplishment. He felt as though he was already finished, that this was it. He stopped himself short, however, thinking up until Laurence and Jules return. As they were about to congratulate him and each other, Keiji cut them short, speaking:

“I have to leave the valley. See if I can’t find some stuff to help put this all together with...a blowtorch, maybe? Somethin’ like that.  Along with the spark plugs and whatnot. You guys gonna be good without me?”

Jules shrugged, nodding afterwards. “I guess so. You aren’t much of a help to us anyways.” Jules laughed, having said that sarcastically.

“Ye, we shoul’ be good cuz. We gots dis.” Laurence replied.

Keiji nodded back at the two, as he gave them quick goodbyes. He prepared himself for a journey upon the two exiting, upon his return, he would hope to be able to put his car together and finish off months of progress.

I had been trying to construct this car for months prior. ICly I have gathered all the Supplies necessary, which will be in the backstory. Also, Keiji's return with the blowtorch and parts to fix up the Engine is part of another auth where Keiji may leave for however many days OOC time and collect supplies.

As a young boy growing up, Braden’s influence was always hockey. He was three years old when he put on his first pair of skates and 6 years old when he joined his first hockey team. Throughout his teen years, he played the grinder role...an enforcer, shall we say. He was the strong, tough one on the ice always trying to get in fights and pick on people. Through Bantam, AA, AAA, he got in more fights than he could count, and he rarely lost any. How’s that, you might ask?
Boxing.
Upon finding out he was going to play as an enforcer, Braden took boxing classes on his off time as a workout regiment and to train. It was there he learned how to properly defend himself in hand to hand combat. He would participate in sparring matches against other fellow trainees every other day, getting tips and tricks from the coaches there. Every other weekend there would be round robin matches at his local community centre, and he participated in over 60 of them, winning 23 of those series’. And after every 4 months, there would be a province wide playoff tree tournament that he would participate in, and he was able to get involved in around 10 of them, winning 2 tourneys.
Braden was able to solidify himself as a fighter. Not a fighter good enough to move onto something like MMA or even WWE, but enough to prove himself big time on the ice. Out of the multitude of fights he got in, he remembered his one big fight very clearly. He was playing in the AA playoffs round robin with his team down 3-1 at home late in the second and looking as though they were headed towards elimination, when he was lucky enough to pick a fight with the opposing team’s captain. After having constantly forechecked the defensive captain, jab at him many a times, and shout a multitude of insults his way, the boy had enough. Upon taking yet another hit from Braden, he turned to face him and dropped his gloves, quickly removing his helmet soon after. He went buckets and gloves with Braden and Braden answered back. The play was stopped dead and the linesmen circled the two boys with their fists in the air. The captain made the first move, lunging himself towards Braden and pulling on his jersey. Braden instinctively ducked his head under the other boys shoulder and the two exchanged a few blows to each other’s sides before Braden stepped up; quickly grabbing the stomach area of the other boys jersey and pushing him backwards, quickly raising his left hand to grab the jersey of the boy and his right hand to throw a swift punch towards the boys temple, hauling him on his side. As the boy began to go down, Braden landed two more blows before immediately skating off to the box and witnessing his destruction. The other teams captain was took off on a stretcher and given a 2 minute instigator penalty. Braden was more than happy at his success. (for having started the fight before the whistle went)
For those wondering how the game ended, Braden’s team was able to use the 2 minute penalty to score a PP goal and make the game 3-2 before scoring two more in the third off of his momentum to win them the game.
It was after that game that Braden continued on with his life, moving up his stature into the NHL still as an enforcer. He was drafted in the fourth round of the 2008 NHL Draft, which was fairly high for a fighter, but it wasn’t all fun and games for him after that.
Just barely into the second year of his NHL career, Braden’s dad suffered a fatal heart attack, leaving Braden the only man left in his family of 3. He took a season off to help his mother and two sisters cope with his father’s death.
Braden’s dad was an avid knife collector, something Braden took a bit of interest in, but never really pursued.  In his will, he left Braden (among other things) his knife set, asking only for Braden to learn them and use them exactly as he would’ve. Braden did exactly that. Apart from spending time with his family and continuing conditioning training to make sure he stays fit for his return next year, Braden used whatever free time he had to learn about his Dad’s knives. He started by watching tutorial videos and seeing if he could do anything by himself, but only learned real basic things about how the knives worked and operated. It wasn’t until he got to his Dads butterfly knife that he went off from there. He wasted no time, finding a tutor to show him how to use and operate a butterfly knife, how to keep it maintained and, of course, how to do all the cool little twirling tricks with them. Braden spent 6 months with this tutor before his contract forced him to return to play with the NHL...but Braden didn’t leave it at that. He took that knife everywhere with him, constantly twirling and spinning it in his hands whenever he could. He had no /real/ practice with the knife, only using it on dummies and sheets of thin wood, but nevertheless, he stuck with it, all the way up until the 7 Hour War and beyond, having expended every resource possible to keep the knife clean and maintained.

From a young age, Keiji was not known for being too spectacular at much. Growing up, he was slower than other kids his age. He was never too enthusiastic, his grades were always mediocre, and he never knew what he was going to do when he got older. Throughout elementary school, Keiji would always get in trouble for never finishing his work. He was always tardy, tried to create any excuse not to go to school, and if it didn’t work, it’d be a rinse and repeat day of the same old story coming from the same teachers about how he never tried hard enough. He knew they were right, but still never tried. He was lucky that the schools ‘Buddy System’ allowed him to pass no matter what. It was relatively the same for him entering High School, until he realized that he HAD to do at least some work to pass. So, that’s all he ever did, just enough to get by. It would be the story of his life when he got out of High School.
Speaking of that, let’s move on to that then…after High School, Keiji had no idea what he wanted to be. He never tried, was never interested, nothing. He could barely hold a job, still had to live with his parents due to the fact he could never have enough money to even buy food for himself, let alone pay rent, bills, utility, all that fun stuff in the real world.
Keiji was only 3 years into post-secondary education when the 7 hour war happened. He had the same story as everyone else’s; went into hiding, was found, put in one of the City’s, and went from there. He spent his life in City 45 regretting his past life, wishing he learned something important to make himself an asset to those who he was friends with in the P3 District, when the Castle ruled over the bar. It was at that time he wished that he had made something of himself before. He decided it was time to learn something, and he finally mustered up the initiative to do so, savaging around for books, magazines and newspaper articles on previous professions and trying to teach himself from there. He used whatever small free time he had to look into what he might consider learning, and after trying to understand and comprehend each skill even basically, one called out to him: Engineering. He would boost himself by understanding that he was still young and had lots of potential. A prospect, he would call himself. He would read old books on computer parts and specs, reading up on how to put together and take them apart, he would read magazines on Cars, Trucks and Motorcycles, and how their parts looked and operated, and would read on old articles about people putting ads on about selling their old washers, driers, fridges, computers, motorbikes, etcetera. Things went well for a while, but he knew he would never get better just by reading, he needed something more.
Then good luck thrust itself upon Keiji. After leaving with Greg, Fenian and the others from City 45 to the Outlands, Keiji was able to seize the opportunity once again. Whenever the leaders were out and the group didn’t have much to do, Keiji would go scavenging for old computers, bringing them back to wherever he may reside for the night. He would find abandoned cars, visiting them day after day to make sure they were still there and hadn’t been touched. Keiji went through this process of preparing himself, readying himself to try out his knowledge on actual works of machinery. After the Castle had been destroyed and the group split up, Keiji found tons of free times on his hands, and capitalized on yet another presented opportunity. All his time of reading and researching enough to understand the basic concept of how machinery and electronics paid off, and he put the newfound knowledge into work, finally cracking open the old beat up computers he found and cracking open the hoods of the abandoned cars he found, searching through them and experiencing the newfound knowledge from there. After stopping at TOTO to purchase himself a toolbox, Keiji would work day in and day out, taking apart these old computers and stripping apart these old cars, not stopping until he understood what each part did and how to successfully remove it safely, inspect it and do whatever he could with it with whatever he had, then properly replace it back in said computer or car with ease. This process took him days and days of work, taking up countless hours of his day. He would sometime put 18 hours a day into taking apart an old computer, sometimes refusing to even stop to eat. This was the most productive and persistent Keiji had been about anything, and he loved every second of it. After teaching himself for hours, days, weeks, he had learned his profession and continued to master it in any which way. But he wasn’t done there- Keiji wanted to go further, bigger. He wanted to learn more.
He decided to take a break from human machinery, instead readying himself to set out along the nearby areas, knowing well the risks that would be taken and making sure not to travel too far from Ineu Pass, so as to keep contact. trying to find whatever means of Combine tech he could. With his trusty Toolbox and the help of radio communication, Keiji was able to stay relatively informed and safe while travelling along these nearby areas, searching buildings for whatever he could find. Due to his lack of survival skills, Keiji could only travel for 5-6 hours in the day time, making sure he was back in Ineu before it hit night time. Keiji continued to repeat this process, until one day he striked luck. An old, red garage, enough the size to fit 3 cars, was Keiji’s next target, and a good find it was. Inside were a few consoles, ones he had only seen a few times on his travel from City 45 to the Outlands.  Intrigued, he cautiously entered the building with his Axe in hand; assuring himself it was safe after a brief 2 minute search of the abandoned area. After convincing his conscience to keep calm, he eagerly visited each of the three consoles, scanning them over quickly one by one. Keiji then proceeded to walk outside, noticing the sun was beginning to lower past the tops of the trees, refusing to take the chance. He marked the area as he head back by putting small landmarks made of wood or stone, knowing his only hope they stayed would be if nature’s course allowed them to be left there. Upon returning to Ineu and sleeping the night, he left early morning to return to the old garage, knowing he could have a good 8-9 hours if all went well. He worked on the first console for 6 hours, only managing to be able to find out how to take the exterior off and knowing which cords on the inside went where. Other than that, he was clueless, and knew he would need more time and the hopes that the place would remain intact long enough for him to learn. He would return every day, each day working on one of the three different consoles, slowly but surely learning what each one did and even attempting to tinker around with the insides cautiously, seeing what he could take apart and put back together.
This would go on for another few weeks, as Keiji’s knowledge of Combine Technology would increase as days went by. Though not as all knowing to Combine tech as he was human tech, he taught himself just enough to know he could continue farther in the future, and that was exactly what he intended to do.

What will these authorizations give your character in regards to perks or defects?
Perks
Perks:
(Engineering) The ability to fix, repair and create different types of machinery and machinery related items, such as Cars, Generators, Consoles, etc.

(Combine Tech Knowledge) The ability to examine objects created by the Combine and understand what they do and how they work to an extensive knowledge.

Defects
Defects:
(Engineering) Repairs will take parts, and parts will be limited. So in order for Keiji to do anything, he would need to take a lot of time to gather the necessary supplies, which would surely take awhile.

(Combine Tech Knowledge) Keiji would only know so much about Combine Tech. Parts for repairs would be VERY limited, and any attempt aat fixing/recreating said items would take longer than normal human machinery and could potentially be deadly, seeing as Keiji doesn't know EVERYTHING about their tech.

What do you plan to do with these perks/defects?
I plan on using this Auth to create myself a more diverse passive roleplay, making Keiji more of an asset than a liability, seeing as he will now be able to make repairs and help out whenever to comes to finding Combine Tech. Hopefully this will open new fields to developing my character and keeping myself and others interested in HL2RP.
