i thought s2 was made for when things get out of control, not pursuing every rebel without orders
lets face it, CPs aren't fun without rebels and city rebels arent fun without CPs

while i value Anti citizen RP, S2 can and has always pursued any possible leads, this idea that we are there to only chase up known leads is not true.
but rebels arent as rich as they once were, you should allow them to grow, rather then stomping on them right away
I see no point in CPs if they have nothing to do other then stack forge projects and become more op
it'd  look better for s2 as well, taking out a large rebel rather than an abundance of small timers

The kind of rebels that CG wants are the kind that aren't going to get caught by S2 right away, no matter how much S2 tries. If you get caught right away, 95% of the time it's because you're being a stupid lolrebel. The other 5% would be if your plan wasn't to make the rebel be a long living one, or if S2 got a lucky lead.

I have a question if you don't mind. How were you a civil worker and a unit? Last time I checked you could only be in one on the same character at a time.

I am a bit confused by this question, but I think your asking how was a a CWU off-duty. The fact that my character, off-duty, is in the CWU, when he goes off-duty, he is an active Worker, I think. I don't really know, but eh, it works.
I'm asking how a CCA unit was also a CWU worker. It wouldn't make sense for an 02 to go off-duty as a CWU worker. I just really want to know.

As far as I know there's no rule against it, but I don't see why they shouldn't be able to. I mean, why not further the union while on and off duty?

For anyone that doesn't know, my unit is 280, who is the leader of S4 Support, and the former leader of SPECTRE.

I'd like to point out that after talking to my 01 (ReconPWN, aka 605, also leads SPECTRE), to neither of our knowledge did anyone in SPECTRE take part in a forensic investigation. While it is true that SPECTRE units DO train S2 units in evidence gathering, I, nor has Recon, or any of my SPECTRE units (To my knowledge) has trained any units mentioned by OP in testing actual evidence. This means that the ONLY units in the CCA that have knowledge of how to test DNA or blood samples are: My unit (Seeing as he once ran SPECTRE), Airborne's unit (Who created SPECTRE), and the current members of SPECTRE. I'll re-iderate, none of those members were even mentioned in the original post. After checking the roster, Airborne has not stepped foot on his unit in over one month (4-13-13 was his last active date, picture here) which means that this was indeed probably meta-gamed.

I'm sick of people blaming my sub-division for bullshit, when this time it wasn't even involved.

If ANY SPECTRE units DID take the case, then they are breaking SPECTRE rules by 1. Not contacting you for evidence, and 2. By not posting a log in the database, in which case, I'd immediately kick them out of my division, or at least demote them heavily to a low rank, and remove them from SPECTRE.

I love HL2RP, and to see this just makes me think you're correct in saying that they're trying to kill off HL2RP to make room for a new gamemode, which I've heard rumors about.

Hate to say it, but o7 HL2RP, now that even ADMINS are trying to kill you off, you have no hope.

Khub and Airborne pretty much summed it up, but I still don't understand that no CCA related shit rule. I mean, just make them strict, but banning them is, in my opinion, preventing some interesting RP. Obviously it would have to be a VERY in depth backstory, but I don't see why it should be impossible to do through the auth system.

I agree with the fact that they should be changed. I feel like that them having separate uniforms makes sense though. 1. Look at American military (Only using America because I'm American and know most about our military compared to others.) Each branch and (Uh, not sure of the word... sub-branch?) have their own uniform because it signifies they're different specialties and is better equipped for his or her job. For example, giving a pilot the uniform of a foot soldier wouldn't make sense or vise versa, because each's uniforms meet their own needs. Now in various combat situations and operations uniforms are similar for the sake of camouflage and (Assuming this part) avoiding friendly fire, but they are still at the least slightly different, and the CCA doesn't really face these specific issues. Unless they are fighting in the desert (Which they wouldn't be unless they were under extremely rare circumstance in which I'd assume things would change) camouflage isn't much of a factor. Friendly fire isn't much of an issue either because they're uniforms differ so much from who they'd be facing.

Now I know what you're thinking. "But why are they these florescent gay paradesque neon colors". For that, I couldn't agree more. Half the uniforms break canon 100% in my opinion. I said this same thing a long time ago when the server was down due to the GMod 13 transition (The last post on this page if you're curious) but people just kind of took it as me being funny rather than a serious point.

Anyways, to sum it up, each section SHOULD have their own uniform for the sake of easy identification for their specialty (I.E. Oh no, I broke my leg. Wait a second, there's a unit with a big red cross on his chest, he must be a medical unit that can help me), and so they are better equipped for their job (I don't know if anyone's gotten into the specifics of what each uniform includes, but I'd assume medical uniforms include extra pockets and pouches for medical supplies, Logistics uniforms would include places to hold basic tools, and S3 uniforms would have extra pockets for field items such as zipties). Lastly I think it sort of holds an OOC purpose for helping new players understand (And possibly get them interested in joining) the CCA, because I know before I got my unit, all of the C45.SHIELD/NOVA/APEX/JURY/GRID/VICE/ZEALOT/UNIFORM/S1/S2/S3/S4S/S4L.RCT/05/04/03/02/01/EU/OfC/DvL/CmD/SeC.283 mumbo jumbo confused the fuck out of me.

But yes, they should be changed to more "serious" models rather than these "cool" models we currently have.

The following is a page dated April 13th, 2018 from Rokus Relici's Journal for how he obtained the said authorizations in first person from the perspective of Rokus Relici.
I wonder where all of my friends went. Tom had his limbs chopped off, and was then amputated. Andrew got caught in some business venture with Dale, and was then amputated. Tyler got caught by a bandit in P3, he's dead. Only god knows where the hell Vex is. But you know, I'm not only talking about my friends from the past few years, I'm talking about my friends from before the war. Aleksander Kovalchuk, Harold Cocaine, Charles Lindhiem, Tetrenov Muigechev, Chris Jacobs, and Jack Gorvich. We were unstoppable back then... kings of the city... no one stood in our way...

I'm speaking of RGPI of course, Relici-Gorvich Partners Inc. I've mentioned RGPI in my journal a million times, but I'll say it again. A company named RBP, Relici Business Partners. It was started by my grandfather, Dimitar Relici, after who moved to America from Belgium. It was a small company, mainly serving contracts dealing with personal security, but after my grandfather died and I inherited the business, and things... changed. I met Jack Gorvich while I was serving a contract. I had been hired by a man by the alias of "Sloof" to protect him as he pushed drugs through Baltimore, Maryland. Jack was purchasing a shipment of Cocaine from Sloof, when I became nosy and asked what Jack needed with such a large stock of blow. He reluctantly explained that he had a criminal enterprise of his own, Gorvich Inc. From that point on, Jack and I became good friends. What started as a drug deal, turned into an alliance, which eventually turned into a merge between our companies, creating Relici-Gorvich Partners Inc. We took that city by storm, building our reputation, winning our way to the top...(//Only including this part to give background of RGPI, every character with the exception of Dimitar Relici mentioned here was actually played by someone on a server at some point in time. In other words, this all happened ICly on a server at some point.)

I wonder where they all went. Well, most of them, at least, which is the main reason why I'm writing today. I ran into an old face earlier today.

I was at some half assed bar in P3. I had a few shots of booze, I'm not going to lie. Jack always had a drinking problem, and as one of my best friends, I guess it sort of transferred onto me after we were separated during the war. I wasn't drinking like Jack did, hell, I can't remember a time where I saw him sober, but Jack drank because he loved to drink. I, on the other hand, don't. Actually, I hate the feeling of being drunk, but anything... anything is better than facing the reality of this oppressed life. I can't handle it... I just can't... me, of all people... How the fuck did I end up in this dump of a city? I'm fucking Rokus Relici, people used to fear the very sight of me. Not even the police would mess with me or my colleagues, for they knew the consequences! I used to be one of the most successful people on Earth! But now... I'm just another face in the slums of some shitty city. I bust my ass just to get a few tokens, and then go straight to the bar to drink my problems away...

Anyways, back to what I was talking about. After having a good buzz, and running out of tokens, I began to stumble my way back to my apartment. I was cutting through the construction site when I heard the sound of footsteps behind me. I sloppily looked back, trying to make it unnoticeable, but I was so drunk that I could barely walk straight. I noticed a man following me, and being as drunk as I was, I immediately became paranoid. I rounded a corner, and then another, and yet another, until I had walked in a full circle. When I looked back, the man was still there. At this point I knew I was being followed. Since I arrived in city 17, I had been mugged a few times, but they never made it off with more than a few tokens, typically because I drank away the rest of them earlier in the night.

I decided to enter one of the half-constructed buildings. I made my way up, trying to get as high as possible. Just as I had suspected, the person was still on my tail. On the next corner I turned, I waited for the man. He eventually walked around the corner, and the second he turned the corner, I threw my body weight into him, tackling him onto the ground. Despite my drunkeness, I managed to take him to the ground. I quickly mounted him and began throwing sloppy punches at full strength towards the man's face. I must have connected with a few of them, because the second the man had the chance, he threw me off of him and bolted up the stairs onto the roof. I slowly pulled myself to my feet. On a typical day, I would have began to run away at this point, but I was pissed, and a bit more drunk than usual thanks to the extra bit of tokens I pulled in during a poker game earlier that day. After I finally regained my balance, I began barreling up the stairs. When I made it to the roof, I saw the man desperately looking for a way down that didn't involve passing me yet again. It was too dark to make out his face, but at this point, I didn't give a shit who it was.

With a chuckle, I darted for the man. He threw his hands up and started waving them in the air, trying to signify me to stop, but I was too intoxicated to care.  When I connected with the man, I brought him to the ground. I quickly stood up, somehow finding my balance, and attempted to stomp on the man's head as hard as I could. He rolled out of the way of my shoe in the nick of time. He quickly grabbed my foot that had just been flying towards his face, and swept it sideways which brought me to the ground. He began crawling for the stairwell, but before he could I grabbed him by his foot. I dragged him to the edge of the roof, and prepared to throw him over. "You stupid bastard! Do you know who I am? I'm Rokus Relici! You don't mess with me!" I yelled at him. As I went to slide off the roof, he screamed "Rokus, wait!"

I guess I was too drunk to realize that I had yelled my name out a second earlier, but for some reason I was shocked. "How the hell do you know my name?" I questioned the man.
"Rokus... it's me..." At that moment, I regretted everything. I could pick that voice out of a crowd of 100 ever since the night that I met him while protecting Sloof.

I don't think I had been that happy in the past 3 years. I smiled widely. "Jack... Jack Gorvich? Is... is that you"
The man merely smiled back at me. I offered Jack a hand to get up, and he took it. After he had cleaned himself off a bit, we sat down, our legs dangling off the edge of the roof.
"How the hell did you end up in City 17, Gorvich?" I asked him. I didn't really know what else to say.
"I've made a friend or two since RGPI, Rokus. Let's just say I have access to this precinct whenever I want it." I looked at Jack confused.
"What do you mean?"
"Well, Rokus, that's why I've been looking for you." I raised an eyebrow at him. Seeing my confused expression, he began to explain. "I had heard from some friends that you were in City 45. Obviously, I wanted to find you. Things hadn't been the same since RGPI shut down, but you see, transportation isn't exactly as easy... or free... as it used to be. I couldn't risk travelling to City 45 to find you, only to find out that I couldn't find a way in. But eventually I heard some rumors of a massive explosion that destroyed City 45. I didn't believe it at first, but after some investigation, I figured out they were true. I had to make sure you were alright."
"I was transferred here about 2 months prior, Gorvich." I interrupted.
"Yeah, I figured that out."
"How?" I questioned.
"It's not important. What is[/] important is that you are okay." He ended, and a silence followed.

After a minute, I decided to break the silence. This was just too... weird. "Jack, I've known you for a very long time. We've been great friends, and as much as I would love for you to say that you went on a wild goose chase just to make sure I'm living, I know it isn't the case." Jack sighed.
"How did you know?"
"Jack, my friend, you've always had an alternative motive. A business motive"
After another sigh from him, he continued. "Rokus, I do care about you, you're still my best friend, but I fear you're correct. You see, I lived in a city once, but I couldn't take it. You know me, Rokus, I need to be free. So I found a way out in the sewers. I won't get into that, but outside these walls... you need friends to survive. Friends, and supplies. I've found both of those, but as you know, business only... grows." At this point, I still hadn't a clue what he was talking about. I figured he was just rambling, but soon he got to what he needed me for.

"Rokus, outside these walls, there are no brandings. There is nothing saying that you need your food to say "UU" on it. There is nothing saying that you can't be carrying a bandage just in case you get a cut. There's nothing saying that you can't have a radio to contact your friends when you need to. But inside these walls, there is." This is when I got the drift of where he was going with the whole thing. "I can't handle life within a city, otherwise, I'd do it myself, but things just aren't selling well outside of the cities, tokens are practically useless out there. People would rather trade items, but that doesn't help our business. I need someone in the city willing to move items for us."

I thought about it for a few minutes. "Jack, do you know what happens when you get caught distributing illegal things within the city?" He nodded softly. "I can't risk it Jack... I refuse to die to these brutes." He looked up to me.
"Rokus, I'm not asking you for much. From what I can tell, the CCA doesn't even come into this precinct. All you have to do is sell some items. Help some people out. Of course, you could use the tokens, no doubt about it." He was right. I couldn't continue to live like this. I needed to do something. Legal or illegal, it's better than drinking myself into my grave. Still, I was convinced.

"Jack, last time one of my friends tried moving goods through this city, they were jumped by thugs, beaten to near death, and robbed of every possession they had. What do I do if that happens to me?" I asked. He simply chuckled and reached into his waist band. He pulled out a 9mm pistol and a spare magazine of ammo. On the slide of the gun, the letters "RGPI" were etched into it. It was impossible for me to say no.

"How is this going to work."I said with a sigh.
He smiled widely. "Once every two weeks I'll be stopping by with a shipment of items. Nothing big, only food, medical supplies, booze, radios, whatever. Over the two weeks, you sell what you can, take your cut, and return to me the rest. That's it. We've done much worse in our RGPI times. I will show you to my entry point into the city. Every Saturday at 4 AM, you meet me there. Sound like a plan, old friend?" He extended his hand for a shake.

As much as I didn't want to do this, I had to. I couldn't leave him hanging. I shook his hand, nodding. "Sounds like a plan."

What will these authorizations give your character in regards to perks or defects?
Perks
The ability to have an IC reasoning for spawning items from the "v" flag. (So I'm not just lolspawning shit)
Obviously, the pistol will give me protection from those who threaten Rokus
The pistol may intimidate people who are thinking of harming Rokus or his business

Defects
S2 on Rokus' ass
A pistol is sure to draw attention to him
The business it's self is dangerous, and may end up getting Rokus killed, whether it be by the CCA or criminals.

What do you plan to do with these perks/defects?
I plan on creating black market RP by moving goods through out P3. The pistol is purely for self defense and defense of the business. It will not be used offensively at all, except under very rare circumstances that have been authed by admins. (I.E. Someone stole Rokus' goods, so he uses the pistol in order to get them back, one of Rokus's workers have been kidnapped and he needs to rescue them)

Will anyone else need these auths? (If so, list OOC and IC name(s))
No, but I do plan on turning this from a one man job, into a trading organization, but they shouldn't need any auths.

As said, the pistol is for self defense and business defense, so please don't be all "OHEMGEE PISTOL IN CITY? HE GOING TO MUG ERRYONE AND KILL", because that will not be happening.

Why does everyone keeps saying HC if they're referring to S0?

Anyways, I disagree 100%. S0 has acted nice towards units before and it's  not really a bad thing. I guess you're going to say "You're only OfC" (Which is why I don't get why you say HC instead of S0) but 280 is nice to the units he likes and isn't to the units he doesn't like. It's never bit me in the ass before, because it's realistic. ICly I was friends with many of the units that are in (and some out) of my division, and it wouldn't make sense for 280 to start yelling at them for no reason when he considers them friends. He will still yell at them sometimes, but not as much as units he doesn't like/isn't friends with. As far as I know, there aren't people who go out of their way to avoid RP with 280, so the way I see it, it's completely possible to do your job and at the same time make it so people aren't scared shitless of you and are forced to RP with you.

In all honesty I wasn't scared of 031, I just avoided RP with him because he was annoying and a pain in my ass. Not to mention he held training sessions where all of the admins got in vent together, and then you yelled out IRL military commands that none of us ever heard of, and then yelled at us when we got them wrong just so you guys could have a laugh (And simultaneously waste our time). If people avoided 031, in my personal experience, it wasn't because he was scary. He was simply annoying. (Don't mean any of this personally or as flame, just my honest opinion, and the opinion of a few other units I've talked to.)

As a High Command unit, I will say that 280 doesn't feel restricted. I've had room to develop him as a character. ICly he's never been brainwashed/wiped/whatever. He's hardened, and that's because he's taken many people's lives (Including his friends) in his time in the CCA. He remains loyal to the Union due to his backstory. (If you care enough, you can look up Adelmo Sucre's CCA app)

As for forensics being borderline meta-gaming, please take a look at the current rules in SPECTRE. I've placed many OOC rules in place when I was running SPECTRE because we were getting shit for meta-gaming. Since these restrictions have been placed, never once has Forensics taken ANY evidence without first consulting the suspect and figuring out what was left behind. Saying that forensics meta-games is simply ignorant. If you actually take your time to research our cases, then you'll find out that since I've placed those OOC rules, there has been absolutely 0 "loldna".

As for Airborne's inactivity or whatever, I think people need to remember that he's the S4 Section Leader. S4 is unlike every other division because it's 2 divisions in one. Expecting him to run both is simply unfair, as every other section leader only has one to worry about. That's why each one of his OfC (Pettit and I) specialize in one section of S4. I think it's safe to say that I essentially run Support, and Pettit runs Logistics. Airborne is there to look over us, and ensure that we don't fuck up. If we do, then he interferes. In my personal experience, Airborne has always helped me whenever I asked for it, and that's really what he needs to do as the Section Leader. So while activity is important, I feel he can complete his job without being on the server as much as the other S0 members. So long as he is there to assist Pettit and I when we need him to, then I see no issue. This is why I personally believe that Logistics and Support should be separate sections, the section leader can't possibly specialize in both medical and mechanical, but this debate has already been had.

As for the entire ordeal with voiding the RP, as many others have said, IC is IC, keep it there.

I'll admit that I didn't read absolutely every post in my thread, so if I repeated something that's already been said or whatever; my bad.

For me personally, third person fucks up my personal immersion, but if other players like it better third person then so long as you can't use it to look through walls and shit, I don't see why they shouldn't be able to enable third person.

There has been a gas event before similar to this. It ended up with crowding the citizens and units into the garage while S4L(At that time, GRID) and HC handled the problem. It's a good idea but unfortunately it's impossible to avoid turning it into another citizen herding event.
