yet again you are claiming units are ruining roleplay yet failing to back it up, and i haven't really seen units doing anything of the sort

cow your last paragraph is pretty silly, you can't create roleplay if nobody is there to fucking roleplay with, in this case how does one create roleplay in the districts if nobody even goes there. map adjustments need to be made to sort out this, and moving the strip club or doing something to it will be one step to sorting this out
There's nobody in the districts because there's no reason to go there. There's also the fact a lot of citizen roleplay revolves around subversive behavior towards the Combine - drinking, swearing, whining about the latest raid that messed up your apartment, trading in black-market goods, listening to music... all of that gets you beaten over the head and thrown in a cell for an hour or so OOC time. CP roleplay revolves around maintaining the peace and citizen roleplay often revolves around disrupting it, and given nobody wants to sit in a dark cell for an hour, it's not surprising they don't do it where units can find them.

If you want citizens to be in the main districts give them things to do there. The CWU and the People's Loyalist Party are trying hard to create places where citizens can roleplay, and when I was on the other day there were a good dozen citizens and workers wandering around the main districts as the CWU set up their cafe and the PLP prepared their lounge.

Moving the strip club is a bad idea because there's already two cafes on the surface that serve the same purpose (locations where citizens can come together and roleplay passively).

I'm not really sure what you guys want. When citizens were on the server yesterday, you guys weren't roleplaying with them - you were marching around in circles, occasionally stopping to watch and ask in LOOC what was going on before walking off or shooting people in/sweeping through D2. I didn't see any interaction between units and citizens apart from the fight and subsequent search of the sewers, and that's more roleplay than most citizens get to do when they're stuck hanging around in the plaza. I don't see what the complaining is about.

If you want citizens to roleplay in the main districts, give them a reason to. I floated the idea of a loyalist bar to a few people on Steam which I believe was received positively by a few others in Teamspeak, but until there's things for citizens to do in the main district they'll continue to go to D2/the strip club/wherever they decide to meet.

There's no reason to stay in the open in the main districts currently because any passive roleplay you might try to do is likely to be interrupted by patrolling units. If citizens were congregating in the UCH and talking there, would you ask Oz to remove that as well? It's effectively the same thing, except that citizens in the other district are less likely to be raided.

Destroying a nice-looking, atmospheric building because the MPF don't have anyone to yell at isn't the way to go. Give them a reason to stick around. Promote loyalist roleplay, run events, have stalls set up, encourage the CWU and other organisations.

Checking my 'own posts' section I can't find an application for one but I also can't find an application for the CWU which I definitely applied for and was accepted into at one time. I've definitely played units at other communities but I'm fairly sure I haven't had one at CG. After a few years HL2RP starts blending into one big blur of characters. :P Hope that helps.

I've played at a few communities, such as PubGamer, Necropolis, InfusionGaming and a few others besides.  During my time roleplaying in the HL2RPverse, I've been an arms dealer, a lowly citizen, a Combine informant, a CP, a Civil Administrator and a Vortigaunt. I've also served as an administrator alongside OzJackal and Raged at PubGamer and at InfusionGaming. I have also had tooltrust on Catalyst servers before, but it was removed during the transition to a new HL2RP server.

What will you use Tool Trust for?
In the past, I have used tooltrust to create various types of roleplay for both myself and others. I've arranged small cleaning events using a handful of props, created stores and shanties for roleplaying in and built small areas of interest such as item caches and crime scenes.

I intend to use ToolTrust to provide roleplay to the general citizen populace, both on the city and outlands servers. In addition, I have applied for both the CWU and the CCA, and having access to prop spawning and the toolgun will enable me to organise small working events to occupy regular citizens.

1) Please write a minimum of 3 paragraphs OOC'ly detailing why your character wishes to join the Metropolice Force and what lead your character to do so.
Courtney's post-invasion life has been fairly unremarkable. She has kept her head down, assisting the CCA where possible in an attempt to fly 'below the radar'. Coupled with her respect and deference to authority, Courtney is in many ways an ideal citizen - she listens, follows orders and stays out of trouble.

Keeping her head down wasn't enough to ensure a peaceful existence, however. When a friend was stabbed and left to die by another citizen over a handful of tokens, Courtney was appalled by the injustice of the situation. Senseless violence seemed inherent amongst the citizen population, leading Courtney to wonder what could be done.

Recently, Courtney witnessed a Combine Civil Authority raid on D2 wherein several units were engaged by anti-citizens in a firefight on the bridge. After escaping the firefight and returning to her apartment, she found an MPF unit lying wounded and offered to help by providing her jacket as a makeshift bandage. Reinforcements and a member of the Citizen Healthcare Providers service arrived to assist, and Courtney was sent away.

Roughly twenty-four hours later, Courtney witnessed another raid, this time observing an OTA team proceeding into D2 and observing the hardpoint established by MPF personnel to facilitate the raid. The unit on point at the clamp site was the unit she'd assisted the day before, and after turning in a note found in the UCH, was encouraged by the unit to join the MPF.

2) Please detail your characters traits. (Eg, Pure, Lawful, Trustworthy)
Courtney possesses a submissive and somewhat introverted personality, meaning she's likely to take orders well and unlikely to talk back. She has a strong sense of justice. She tends to defer to authority figures and as a citizen has avoided trouble, and views vices such as gambling and drugs as distasteful.

3) Please provide 2 paragraphs about what you are expecting the Combine Civil Authority to be like for you and your character.
Having roleplayed a CCA unit before, my expectations are similar to what I've already experienced. CCA roleplay provides ongoing roleplay in the forms of training and comradeship that isn't necessarily available outside of the CCA. I expect to form bonds with other units through patrols and activities and to interact with citizens in a variety of ways, whether I'm handing out rations or beatings. Generally, CCA roleplay allows mature players a chance to heighten the atmosphere of the server, adding to the dystopian feeling present on the server.

On the other hand, I'm aware that some of the misconceptions regarding CCA roleplay are generally exaggerated or fabricated. I'm not expecting to engage in shootouts with rebels every two days or to spend my time cybering inside the Nexus.

Within the CCA, I expect to find a group of mature, like-minded roleplayers who desire to create an atmosphere similar to that in the game for the general playerbase and a group of close-knit officers who take the time to interact with their comrades on patrol or while off-duty.

4) Please provide a detailed back-story from an out-of-character perspective on your applying character. This section must be detailed and consist of a minimum of 300 words.
The third of three children, Courtney was pushed to excel by her father who passed away when she was nine. Raised by her mother and grandfather in a lower-class neighborhood, Courtney was determined to escape from what she perceived to be a life of underachievement and violence. Eschewing the lifestyle her older brothers embraced, Courtney avoided drugs, alcohol and gangs in favour of education and hard work. The work paid off, and she was offered a scholarship to a local college - to most, this would barely be an accomplishment, but for Courtney it was both proof that she could rise above her upbringing and a chance to escape.

Courtney was studying to be a teacher when the Seven Hour War broke out, and in the aftermath and during the Combine invasion she watched governments collapse and mankind descend into anarchy that was only halted by the establishment of Combine-controlled cities and the relocation of the population to urban centers. For Courtney, life was uncomfortable but not entirely unfamiliar – life in the Union-controlled cities wasn’t particularly different to her pre-college life, and in some ways the constant presence of authority made it an improvement. Criminal gangs were stamped out, violent offenses were uncommon, and ration cycles and assigned housing guaranteed citizens who cooperated would be cared for.

Courtney settled into her new life with a sense of pragmatic acceptance. Participating in work details as mandated, she lived a relatively solitary life with limited contact outside of her roommates and work colleagues. For a time, she attempted to find out what happened to her family, sending letters through approved channels, but eventually these efforts ceased. Like many citizens, Courtney simply continued to exist – life became little more than work and sleep, with the routine performed in something of a daze.

Before long, Courtney was relocated to City 18. She had been relocated before, and didn’t expect this city to be any different from the others she’d lived in. This wasn’t to be the case. In her brief time in the city, Courtney has seen one of her roommates murdered, witnessed a firefight between MPF personnel and anti-citizens and – in her mind – saved a unit’s life. Her eyes opened, Courtney decided – at the unit’s prompting – to make something of her life. She would join the MPF.

7. What�s your most memorable quality RP experience?
In HL2RP, probably a prolonged sequence of roleplay on Pubgamer where CCA forces attempted to track down an anti-citizen figurehead. As a Civil Administrator, I made numerous speeches discrediting her and was heavily involved in attempts made to draw her out of hiding through instituting crackdowns on rations and appealing to the public to sell her out.

Outside of HL2RP, I played a bounty hunter on Infusion Gaming's Fallout roleplay server and had the privilege of capturing DrVengeance's raider character. After being doublecrossed by the New California Republic and refused payment, I hung around with him for a while before selling him to a bartender. The entire series of events as well as the roleplay we shared during his captivity was fantastic.

Yes. I was an admin for a period of time at two roleplaying communities (PubGamer and Infusion Gaming), and listening was a large part of the job.

Wouldn't it be a better idea to let players create their own characters from Dark Chapel and discuss where they can slot into the overall structure of the group with you? I mean, giving them strict guidelines for how to play certain characters and determining their backstories in advance doesn't allow for a lot of creative scope, and frankly I'd find playing a 'premade' character very dull and restricting.

If someone gets ahold of another persons radio, whoever it was, must give up the frequency it was tuned on, and no, the CCA is not immune to that.

Why wouldn't the CCA use union radios with encryption?

Encryption prevents every other larry harry and garry listening in if they have the frequency, if they keep the radio they stole, they can still hear you.
I think this is the best way of handling it. If a citizen is able to get their hands on a CCA radio, they should be given the code. There's nothing stopping the CCA from changing frequency later on once the security breach is reported, but until that happens they should be able to listen in.

An interesting point is whether this happens in the opposite situation. If a CP was captured and his radio device inspected, would the frequency be visible or would the radio need to be maintained in order to listen in on Union transmissions?

To me, this application isn't very well written and doesn't really give any indication of your roleplaying abilities. All we really see is a rather cliched madman serial killer character who runs around with a mask made of human flesh and a katana. There's a lot of room for improvement, and I think you should take the time to flesh the background out if possible.

What masters? What sword? To me, it seems like there's a lot you haven't talked about in this application but have mentioned in passing. If he received training in swordplay, surely that's something you'd need to apply for specifically?

If the gunman just shot two people in cold blood, he's probably a pretty tough killer. He's murdered two people and has their weapons lying in front of him, but he just decides to leave their gear and run off because an unarmed man told him to?

As I've already said, I think you need to flesh this application out a lot. There's lots of gaps and there's a lot that doesn't make sense. If you're interested in exploring the mind of a mentally ill character, then maybe you should just leave out the mask and the sword for now. Perhaps you could roleplay constructing the mask and finding a blade as part of the character's development on the server rather than applying for them out of the blue. To me, that'd be much more interesting and much more satisfying than just receiving them straight off the bat.
