New ranks And Removal Of Redundant Positions

Defined Chain of Command
With the complete removal of the previous Tier System a much smaller and compact list of ranks has been devised to replace it. With a total of five ranks compared to the previous number of nine the hope is to allow for a more fluid communication between each rank and overall increase the productivity of each worker. Now with a much smaller and more defined chain of command workers will no longer feel confused as to their actual purpose.
The current Civil Workers' Union Leadership is the following:
Organizer - James Tavener
Organizer - Lela Praise

Assistant Organizer - Vacant

Lead Worker - Mike Jensen
Lead Worker - Vacant

Apprentices
This new rank was a small compromise between me and some of the Combine Civil Authority High Command. A way to implement the new loyalist point system in the Civil Workers' Union without completely locking out those who could not get 15 points. The road from the rank of apprentice to Worker is a short one, the ideal time between them joining and being promoted ranging from somewhere between  four days to a week and a half. All depending on the type of person they are, activity and how well they promote citizen role play.

Removal Of The Tier System
The long lasting system used in the Civil Workers' Union will finally be removed. Later on in the thread will be the new Civil Workers' Union Hierarchy. There were many reasons for the disbanding of the tier system, primarily the large number of redundant ranks. There was never a clear line between Tier 3 Tier 2 and Tier 1. You were promoted and asked yourself "Well, what does this get me now?" only to find that the benefits for being promoted were little to none. With the new system promotions will be harder to come by, however much more rewarding with a clear and defined role.

Higher Focus On Citizen Employment

Hungermod
With the implementation of Hunger mod just around the corner there have been some changes to the dynamics of the Civil Workers' Union. More specifically, Workers will now be able and be encouraged to hire citizens on a consistent basis to work inside their shops, factories or any other project they wish. A post within 1-3 days of this threads opening will be posted within the private board of the Civil Workers' Union containing a large number of suggested (But not strictly limited too) shop ideas, factories and a guide on hiring citizens. Rewards for Citizens
The rewards granted to citizens for aiding in Civil Workers' Union shops will be numerous. Ranging from just simple token payment from an amount agreed upon by each party before working together, to food products, loyalist points and a combination of the three listed. More rewards will come overtime as they become possible to introduce.



Civil Workers' Union Hierarchy
With the arrival of new ranks and the departure of old ones, the following graph below should hopefully give you a good representation of the new Civil Workers' Union hierarchy and ranks.

Organizer
Responsible for overseeing all Civil Workers Union projects; dealing with applications and communication between the Civil Workers' Union; Civil Affairs Beuro; Union Watch and Combine Civil Authority Leaders.

Assistant Organizer
Upon an agreeing vote between both Organizers, a Head Worker may be promoted up to the rank of Assistant Organizer. Before being promoted it is the joint task of the Organizers and to-be promoted Head Worker to find his or her replacement. If no replacement can be found, the promotion will not happen. The Assistant Organizers job is to assist with Civil Workers Union applications, aid Head Workers and ensure both Head Workers are following proper protocol and orders.

Head Worker
The Head Worker has a number of high priorities, the first task that any Head Worker should conduct when getting onto the server is assessing the situation, taking note of how many citizens and how many Civil Workers' Union members are online. Once that has been determined the Head Worker can begin to construct one of the many factories or group projects outlined in the Civil Workers' Union private board. Unlike the Worker class, the Head Workers main job is not to get citizens working, it is to motivate and get Workers operating so that they have the opportunity to hire citizens and promote passive role play.

Worker
The backbone of the Civil Workers Union, the worker is the jack of all trades. When alone and not with a Lead Worker (or higher) they will be responsible for providing Apprentices and citizens with jobs or goods. A much fuller job list will be provided inside the Civil Workers' Union private board that while not listing what they can only do, but rather suggested courses of actions for a lone Civil Workers Union Worker. These will vary from employing citizens to work in your shop, to organizing a workforce to clean the Union Civil Housing block.

Apprentice
This is the job assigned to those who join the Civil Workers’ Union before achieving the 15 loyalist point requirement. Under the authority of every Worker and up, they are here to assist whenever possible. With much more limited benefits compared to the Worker class, their main priority is to show that they are active, assist other workers and promote citizen role play. Upon following that, their time as an Apprentice will be short lived, as they can be promoted to Worker by any Lead Worker or up.

Due to extreme amounts of inactivity by a very large group of players, the CWU Leadership has unanimously decided to remove them. It is too late for you to request not to be wiped, as none of you have posted in the inactivity thread every single person with 2 weeks inactivity or more will have their Civil Workers' Union character removed. If you feel that your character has been removed unfairly, or that you were indeed active please contact me over steam or send me a PM over the forums. I apologize to anybody who has lost a long lasting character, and I welcome them to remake that character as a citizen.     Application Information and Applying


    Before you Apply:
    • You must have over 10 posts, they must be legitimate. There are no exemptions.
    • You must have Physgun and Entity Spawning Flags (Aka Tool Trust) There are no exemptions.
    • All applicants must be seen around town, and have decent activity. There are no exemptions.
    • Have common sense and a almost clear record. There are no exemptions
    • Have over 3 weeks of Serious RP Experience. There are no exemptions

    When Applying:
    • Answer all questions.
    • Questions 1-13 are a IC Standpoint. Answer them as you would In Character.
    • Questions 7-13 must be answered with 3+ sentences.
    • The regular day of a worker must consist of 2 paragraphs describing what you will do as a CWU Worker on a day to day basis.
    • The Character Back-story must consist of 2 Paragraphs containing (SPACE YOUR PARAGRAPHS OUT LIKE AN ESSAY):
    • Tell us in your backstory of your life before the war, when it began, after the war, and why you wish to get in the CWU and what you think C17 is like.
    • The back story must be legible and in the English Language.
    • Grammar and Punctuation will be checked. No exemptions.

    Section I - What the Work Centre is and purpose

    Section I
    The Worker Centre is a combination of ideas and input from the City Administration team and a number of official Workers. The goal of the Worker Centre is to provide citizens with daily interactions, along with aiding Civil Protection Units when it comes to who should receive loyalist points. Not only does the Work Centre allow for citizens to more reliantly gain access to loyalist points, it also provides them with a unique opportunity to benefit the city in exchange for monetary rewards.

    In the picture below you will see the ideal construction of a Work Centre, and ideally the one you should use when you attempt to start up your own, unless you fall under a unique set of circumstances that will be explained in Section Two.
    Spoiler for Hiden:
    The most important part of this structure is the ability to maintain constant 360 degree awareness. This will be especially valuable if you are operating the Work Centre alone.

    Please proceed to Section II if you are interested in starting up your own operation.



    Section II

    In this section you will find what the minimum requires of operating your own Work Centre is, along with multiple other aspects such as the official designs along with job listings.

    Offical Design
    The design of the Work Centre is to be similar to the picture shown in Section I. It must allow for you to have access to at least a view of the main plaza. A designated "front" is not required, but is recommended. This can be achieved by adding things such as railings to the side you wish citizens to gather at, or through the use of directional arrows on the floor. Please Refer back to Section I for a official image of the Work Centre design, the only exceptions to when you are allowed to break this design, is when the current materials required for the centre cannot be reached.

    Job Listings
    After the construction and placement of your Work Centre has been decided and acted upon, you may begin choosing what job listings you are planning to offer the citizens. We will provide you with a few Jobs that we suggest you hand out [this list will grow bigger with time], but we also highly recommend that you take some time to work out possible jobs that you wish to hand out.

    Low Pay Jobs:
    Trash Cleaner, pay 15 centre points - Citizens will be employed to move around the city plaza and pick up any trash laying around and dispose of it.

    Street Sweeper, pay 10 centre points - Citizens will be employed to sweep the streets and keep them immaculate

    Window Washer, pay 10 centre points - Citizens will be employed to wash dirty windows from the surrounding windows

    Medium Point Jobs

    Shoe shiner, pay 25 centre points - Citizens will be supplied with appropriate shoe shining tools and will offer their services to passing units and citizens. They may keep any extra token tips they receive from either units or citizens.

    Leaf Raking, pay 25 centre points - Citizens will be supplied with a small and harmless rake, they will proceed to move any leafs and converge them into a neat and out of the way pile.

    High Point Jobs

    Civil Workers Union Food Packaging, pay 50 centre points - Citizens will be moved to the Headquarter garage, where they will assist in the packaging of food (Under direct supervision).

    High Point Jobs are to be handed out on rare occasion due to the requirement of [minimum of one] worker directly supervising the work, making sure that no supplies are stolen or eaten. After a lot of citizens have performed a low point job (such as street sweeping), the job may be temporarily blacklisted from use for a maximum of 30 minutes, at the discretion of the worker operating the store. The supervising worker may reward additional centre credits to all jobs, under the condition that the citizen has done more than what is asked of the average person. In exceptional cases the citizen may earn up to 20 extra reward points.

    You may not add any additional High Point Jobs to your Work Centre without receiving permission from either a [CWU] Divisional Commander or Organizer.

    Logging Loyalist Points and Citizens

    As we near the end of Section II, we will touch on the subject of what to do once a citizen reaches 100 Centre Points and takes the decision to trade them in for a loyalist point rather than a token reward. You're first step of action should be to bring up your list of citizen names, cids and physical descriptions (This will be explained more in the interview process). Once you have identified the citizen, you will request your second worker on duty with you, or one who is free, to make his way to a Civil protection Unit and show him the citizens total Centre Point balance, and request that a loyalist point is officially added to their record.

    Once the loyalist point has been officially added to the citizens record and reported back to you, the store owner, you may reset the citizens total centre point balance and send them away again. Citizens may only be eligible for one loyalist point per 24 Hours. Once the citizen has left, bring up your notebook and log down the citizens name, CID and physical features, along with the estimated time this interaction occurred at.



    Section III

    This section is information regarding the mandatory registration process and logging system. Failure to perform either of these duties while operating your Work Centre will result in serious punishment.

    Mandatory Registration

    When a new citizen approaches your Work Centre and is not registered on the official logging system, you are required to give them a brief explanation of the store, along with offering them the chance to register. In order to be officially register the citizen must provide you with their Name and CID, the CID must be presented in either official card-form or match up with the one printed onto their jumpsuit. After they have provided you with their name and CID you must write this done either on the official logging system, or jolt it down to a piece of paper to add once you close up the store.

    The Logging System

    You can find the official logging system by the following paper printed beside this [ http://www.catalyst-gaming.net/index.php?topic=18701.0 ], simply follow the instructions posted on the paper and you'll be well under-way to registering new citizens for the Work Centre.



    Section IV

    This Section is the list of possible rewards that may be handed out in exchange for Centre Points. Purchasing these extras will use up the number of centre points required to purchase them.

    Main Rewards
    A standard token exchange for a rate of 2 Centre Points for one token.
    5 Centre Points - Two potatoes and a Breen's Water
    10 Centre Points - A CWU Banana and a bottle of lemonade
    15 Centre Points - One Orange, a bottle of lemonade and two bananas
    25 Centre Points - A single CWU Flashlight
    50 Centre Points - A backpack, two bags and a doughnut.
    100 Centre Points - One loyalist point, only achievable once per 24 hours.

    "Why do we have the ability to block out low point jobs for a maximum of 30 minutes?"The ability to blacklist jobs is a extremely important one. The goal of allowing workers to do this is to help combat the no-doubt going to occur abuse of this system, helping to prevent certain people from continually grinding washing a window for their one hundred points.

    "Why do I need more than one worker to offer more than medium pay jobs?"The inclusion of this limitation was made by the fact that, practically all of the high paying jobs are going to need some sort of direct supervision, to make sure nothing illegal is going on. Unfortunately we can't exactly be in two places at once, and most people will not wish to shut down their centre to over watch a high pay job.

    "Who came up with this idea?" The original credits of the idea go to Cyberrabbi. He brought the idea up to myself and Get.In.The.Van [Vice Consul House], we both agreed on the fact that the idea had potential     and we set out on bringing the project to reality.

    Civil Workers Union Changes.
                                       


    Organizational Division Changes -

    Co-Organizer name is updated to Assistant.
    Assistant now has power to mark forum applications.

    Why? The main reason for this change is to add a valid distinction between Organizer and Co-Organizer, instead of just pretending that they are equal ranks in the chain. While a rather small and simple change, i felt it was best to simply wait and include this with this major update.



    Medical Division Changes -

    • Medical becomes harder to gain entrance into, including a dedicated training course on how to deal with patients and varying wounds. (The training course will for now be handled by the ex-medical commander Lela Praise and the rest of the organizational team)
    • Medical commander will pick one member to become the 2IC (Second In Command) of the group, ideally a member who is in another time-zone, however not a requirement.
    • Bio gel and med-kits will be restricted to use on other workers or union personnel (Unless absolutely necessary) in an effort to enhance passive role-playing with injured citizens.
    • A more permanent medical base will be set up, this location can be decided by the medical worker on hand rather than the out of the way medical centre set-up on the map.



    Business Division Changes

    • Division removed and merged with the new division 'PRD'
    This change was a tough one for me to make, but i have ultimately come to the conclusion that this change will be the best for everbody. Rather than creating the new division and leaving shops strictly to the business division ( And face it, nobody cared about that anyway.) me and Purple have come to the decesion to simply merge its duties with the new division to allow maximum flexability to our members.



    Public Relations Division

    • Division will be taking over business division responsibilities.
    • Focused on creating passive and interesting role-play situations for citizens and CCA units (A list will be provided in the CWU private forum detailing possible events or situations you may perform. However these will just be suggested, we’ll leave the final creativity to you so you may style it in your own way.
    • Handling minor construction work such as wooden carts, renovating buildings, things of that nature (Again, a short list will be provided in the private forum to help kick-start any ideas you may have).
    • Citizen relations, this division is going to become the ’face’ of the CWU. What this means is sometime in the near future propaganda stations in-game or on the forums will be set up by this division.



    Well there you have it. If you are wondering what position you now hold, all old business division ranks have been moved to the PRDs corresponding tier rank.
    For now the tier system will be staying and Tier-3 will remain the standard starting position, however if everything goes to plan it will be a lot more eaiser to maneuver your way through the ranks (Yes! That means no longer will players be stuck as tier-3 or tier-2s for months on end)

    As of the 23rd of January 2016 a tornado ripped through district one and two of city-45. If you have any infomation on the following people please report it to either Ted Simmons or myself, James Tavener.

    This thread is to clarify that you may not run away to the outlands on your CWU character without special consent.

    This can be gained by talking to me over steam friends and explaining your characters situation and why it needs or wants to run from the city, this will also need to contain and complex way of how you managed to escape the city with the CWU clothing.

    The reasons i am placing this restriction down is to prevent people from joining up with the CWU and leaving in the next few days to gain a whiteshirt and radio, if you have any problems with this new restriction feel free to post below.
