In Character / Amber Hailcolt's Character Sheet
« on: March 10, 2014, 09:45:23 PM »
Character Name: Amber Lily Hailcolt

Age: 31 (Birthday: February 23rd, 1988)

Fatal Flaw/Defect:

CID: 33421

Physical Description: A relatively older female of above average height, around six feet or so. She has dark brown hair, which she usually wears in a ponytail. Her eyes are a dark green tone, and she wears a pair of glasses (which she sees fine without). She holds a pride-filled stance a vast majority of the time, and speaks with a heavy, authoritative tone.

Clothing Description: Amber wears a special, Worker's Union suit designed for the Director of Personnel, While not nearly as formal as that of a Civil Administrator, it clearly distinguishes her from other workers. The suit is composed of a light brown overcoat, and a pair of somewhat worn, brown khakis of a similar color.

Mental State: Amber is a very pride-filled individual, and it is reflected highly in her attitude. She sees herself as highly intelligent, and above some other members of society. She also strongly agrees with the ideology of the Union's dominance, and sees no issue in their authoritative regime. As such, she is very content, even going so far as happy, with the state of the world around her.

Physical State: Amber is in a fairly normal physical state compared to other citizens of the Union. She is slightly more nourished, due to her time with the Worker's Union. It isn't very noticeable, though. If she were not wearing her CWU outfit, she would appear to be just another citizen.

Background:
Spoiler for Background:
Amber Lily Hailcolt was born in Austin, Texas, on May 22nd, 1988. She was born to an upper-middle class family, with her father acting as an investment banker, and her mother a journalist for a local newspaper.

Amber was raised as a non-denominational Christian girl, attending private school. Her parents would only accept the best education for her, and would only allow her to have the most respectable friends. Very early on, she was exposed to conditioning from her parents, to like, believe, and do the same things they did and believed in.

When she reached her teenage years, Amber was exposed to more viewpoints that those she had been raised with. Many of her teachers, friends, and coaches all expressed different views, all of which seemed to lead to conflict. She'd watch the news, or read an article from the newspaper, and see the plain fact that people didn't seem to get along. She looked at situations in the Middle East, or in South America, or even on a domestic front, and see a struggling society, one wrought with bickering, close-mindedness, and constant struggle.

Amber went to school at Texas A&M University, and obtained a degree in social science. Following that, she pursued a career of working to criticize diverse politics, and the idea of nationalism in terms of many nation-states. She advocated the creation of a single world-state, one in which laws would strictly regulate political ideologies, and heavily impede on individual rights for the sake of security, stability, and the possibility for development for all of humanity.

-need to finish this-

Strengths - Skills/Traits: Intelligent, logical thinker, strong leader, authoritative, loyal

Weaknesses: pride-filled, demeaning

Accent: American - Texan

Mannerisms: Amber is generally very attentive to her surroundings, and her mannerisms are such that she tries to act as the center of whatever is going on around her. She talks very assertively, and her general body language accompanies that.

Civil Workers Union / CWU Applications
« on: March 10, 2014, 09:13:56 PM »
**This is a temporary thread for applications. An official thread with an individual board will be setup for applications down the road. In the meantime, post your applications in this thread, obviously following the format with all the correct information.**

The following information is in regards to applying for the Civil Worker's Union. As with all other applications for the server, the following requirements are in place:

*A minimum post count of 10.
*A time requirement of one week with the community and the HL2RP server.

Currently, applications will have an out-of-character portion (done through the forums), and an in-character portion, which will be done through an interview ingame. Be sure that you meet the above requirements BEFORE applying to the Civil Worker's Union, as not meeting them will more than likely result in a denial of your application.

Please, do not half-ass your application, either. I don't want to have to read something that you spent five minutes throwing together for the heck of it. If you're wanting to be trusted with a worker, you need to show me that you can at least put some effort into the written portion of the application. It shouldn't be to difficult. I expect that any paragraphs you write are at least three sentences or more, and that you'll use correct grammar, spelling, and punctuation on top of that.

The following is the application format for the Civil Worker's Union. Please copy the code, and paste it into a reply to this thread. Please be sure to read over the application in its entirety before filling it out, in order to ensure you fill it out correctly, and completely. Your application will be reviewed following its completion, and you will be notified view a reply to the post, or with an edit, on whether or not you've been accepted for an interview in-character.

<::| FORMAT: Returning Applicant |::>[/center]

This section is essential to the success of your application. You must be able to provide evidence (screenshots are the best way) which shows that you had an OTA unit in the past at Catalyst Gaming:

Evidence: http://steamcommunity.com/sharedfiles/filedetails/?id=97815558  -lol why that has to be the picture I used

1. Steam Name: Lone Wanderer

2. Steam ID: STEAM_0:1:23860145

3. Are you listed here? If yes, what unit are you? Listed as UU.OTA.VANGUARD09199.

4. What country and time zone are you located in (please use a GMT- or GMT+ modifier)? United States, GMT -8

5. Have you been removed from the Overwatch or the MPF for being inactive? I gave up my unit for inactivity, once, but then got her back shortly after, if that counts.

6. Do you understand that by being accepted into the Overwatch faction, you are bound to the OOC standards? Yes.

ASSESSMENT #1 - IC situation: You have just been tasked with escorting a VIP (in this case, a Civil Administrator) from the Nexus to the center of the plaza for a speech. It is expected that an attempt will be made on the VIP's life today at an unknown time. A citizen begins to follow your escort group. You suspect that they belong to a rebel group who intend to kill the VIP. How do you approach the situation? Be creative.

**Assuming the role of Soldier #1**

A squad of four Overwatch units are tasked with escorting and protecting a civil administrator giving a speech to a crowd of loyalists in the nearby plaza. They are to set out from the Nexus with the administrator at promptly 16:00 hours. They are then to arrive at a nearby walkway to the plaza at 16:10, where they will meet two units, who will assist in the escort and provide information regarding the current situation. Following that, they will escort the administrator to the podium, and create a blocking around his person. At 16:20, the administrator is to be escorted back to the walkway, and then at 16:30, he is expected to be within the Nexus. There is a minute long grace period between each time frame. The squad has also been informed of a potential attempt on the CA's life, and is prepared for an emergency escape route near the walkway.

Two Overwatch units, one a standard soldier (#3), and one an elite unit, file out from the Nexus doorway. Behind them, a Civil Administrator follows suit. After he steps through the doorway, two other standard soldiers (#'s 1&2) fall out behind him.  The group regathers, and the elite unit makes a report over the radio, "Escort leaving Nexus entryway Bravo, 16:00 hours and thirteen seconds. Proceeding with objective". As he finishes speaking, he gives a firm nod to the soldier in front of him (#3). The unit begins moving forward, with the elite following suit. The administrator holds back a few feet, with soldier #2 walking close by him. Unit #1 holds back a few feet, following the group from the rear.

As the group proceeds to the walkway, unit #1 occasionally spins about, to get a view of the area behind them. He notices a citizen in a oddly fresh uniform has been following their squad for the past three minutes. As he spins about to continue walking, he speaks over the radio, "Suspicious individual has been trailing escort for approximately three minutes; possible threat detected".

The squad continues to move along their path, unit #1 keeping a close watch on the citizen. As they near the walkway, though, the citizen drops out of sight, causing unit #1 to acknowledge the change over the radio once more, "Individual has relocated to a side alleyway. Possible relocation to vantage point in process..."

As the squad comes up to the bridge, they meet no CCA escort. The elite unit's lenses flicker slightly as he begins speaking over his radio, "Escort has arrived at walkway at 16:11 hours and thirty six seconds. Civil Authority escort is absent, and scene is suspicious. Possible attempt on the administrator's life in progress". As he finishes speaking over the radio, unit #3 makes a comment, saying, "Recent blood splatter along the edge of the walkway, advise?"

The elite unit takes a few steps to get a better view of the blood stain, "Blood stain is indeed recent. Squad, form a defensive ring around the administrator, and prepare weapons. Engage any hostile targets; shoot to kill". The soldiers acknowledge the order immediately, and quickly move to form a ring shape around the administrator. Unit #1 raises his weapon, his visors flickering as he adjusts to the lighting. He slowly pans around his field of view, attempting to spot any possible threats.

"Recommending emergency evacuation protocol to prevent possible sociocide attempt" unit #2 states, also panning around the nearby buildings. As he speaks, a bullet soars past unit #1's head, slamming into the cobblestone. His eyes jerk to the left, the direction of the bullet. "Round fired at the administrator; relocate to the south end of the walkway, and resume emergency protocol Helix" the elite unit shouts, looking up to a nearby rooftop. Unit #1 keeps his gaze trained at the area the round came from as he shifts down the walkway, covering the administrator with his body. As he does so, another round is fired, this time, striking him in the left shoulder. The round doesn't manage to pierce any farther than the uniform itself, lodging into the Kevlar vest. He snaps his pulse rifle at the window the round was shot from, pressing down the trigger to send a volley of rounds the man's way. As it does so, he hears a quick scream, and a thud.

The squad quickly shuffles the administrator to the end of the walkway, and then proceeds to quickly usher him back to the Nexus (phew, that was pretty long lol. If you'd like me to finish it a bit more, I can do that for sure. But I don't wanna make you read more than you have to  :P)

ASSESSMENT #2 - OOC situation: The following scenario has taken place: a player who is in command of a criminal character in possession of hidden contraband was in the process of being handcuffed before they suddenly ran away without any valid RP. A member of the administration team locates and brings the offending player back to where they started. The player does not seem to understand the rules of the server. They are frozen in place while the administrator is sent to deal with an urgent matter. Before the administrator leaves, you are asked to explain to the player about what they did wrong. How do you proceed?

Well, I'd first explain to him that he can't just run away like he/she did. If he doesn't seem to understand the basic ideas of roleplay, well, that'd be a little bit bigger of an issue, which would take a bit more explaining, obviously). But if he seems to get the general jist of roleplay, I'd take the time to then ask him if he/she knew what powergaming was. If they said yes, then I'd tell them that it's against the rules at CG, and direct them to the rules page so they can get an understanding for that. I'd help them with any questions they had at that point, directing them to an admin if needed. If they didn't get powergaming, I'd explain them the basics of it, and then relate it to how  it applied to their situation (which was just running off without realistically reacting to being handcuffed).

If they were just really bad, though, and didn't want to follow rules, I'd just pull out my gun and shoot them report it to an admin, as they don't seem to have an interest in roleplay properly and/or following the rules.

EDIT: forgot to put in the link to my screenshot evidence; oops

Suggestions / blackmarket flags
« on: February 05, 2014, 11:33:19 PM »
I'm assuming that light black market flags aren't going to just be given to every kid with a pocket full of cash this time around, or is that how it's going to work again? I'm curious as to how you guys plan to approach the tokens/v flag thing this time around, or if people have ideas.

Suggestions / drama
« on: February 04, 2014, 10:55:24 PM »
That's right, drama

Obviously, this was a big issue in the old server. Hopefully, there'll be less of it in the new one, but it's undoubtedly going to happen. My one question on this would be, why the fuck is this shit just allowed to happen? Obviously, it ruins the environment of the server, and gets really annoying like 100% of the time. So why allow people to just constantly whine about stuff?

We all know that there were people that literally cried about everything.

"oh no, this unit went rogue"
"oh no, you cant have that gun here its not right"
"hey wtf man you cant have that skill!!!!"

I can understand that some stuff people do can get out of hand, and that people should have a right to weigh in on stuff. But when those same people have to bitch about stuff in OOC and on the forums all the time, I'm not seeing why they're allowed to do that. To often did I see roleplay getting prevented or stopped, or at the very least highly discouraged, because it would cause drama. Again, I emphasize that this shouldn't be the case. If people are just going to bitch about things that happen (mainly because they don't go their way, what a surprise), then what's the point of having the server? Roleplay needs to develop naturally, and if people are just going to be allowed to prevent stuff from happening because they don't like it, then there's no real point in any of it.

Thoughts?

Suggestions / authorizations
« on: January 14, 2014, 12:18:39 AM »
In terms of authorizations, how are these going to be going about in the new server? Is it going to be a similar way as before, is it going to be based more IC? Just curious as to if anyone has a stance on this, or if Rofl has an idea of what he wants to do.

Suggestions / Administration standards in the new server
« on: January 11, 2014, 02:17:23 PM »
Probably one of the biggest issues I had with the previous HL2RP server was the the administration basically had to stick their nose in everything that went on, and step in/said "this can't happen" with so much stuff. I mean, there were so many different issues that the administration would get involved in, and there would end up either being:

a) a big break in immersion
b) the possible voiding of the entire RP because they didn't like something that happened
c) a 45 minute debate in LOOC where people are waiting for nothing to happen

The administration on the server needs to take a big five steps back from things and not get involved unless there's REAL rulebreaking or a break in what's realistic roleplay. If a unit goes into a restricted area, don't be the retarded admin that comes and physguns them back into P1. let High Command deal with it, not admins. If someone walks into P1 with a gun and draws it, let CCA members deal with it, because thats their job, not an admins. And if someone is being a douchebag ICly, let them get what comes to them ICly; an admin doesn't have to intervene and mold the environment in the way they want to. People need to do that for themselves or there's going to be no enjoyment in the server.

Suggestions / The Big Question.
« on: January 08, 2014, 07:17:19 PM »
I'm sure that people have been wondering this, but the question of the day is, where are we going in terms of canon, characters, events, etc? Are we starting fresh? Are our characters as if they didn't exist? I'm just wondering how we should approach going into this new server.

Support & Help / HRP Sound file downloads
« on: September 04, 2013, 12:20:07 AM »
Hey. I'm having a really difficult time downloading the sound files from the HRP server. They'll either take a long time, or just stop downloading entirely. I'm wondering if this is a temporary problem, a problem on my end, or because I'm simply missing a download pack on the forums. Thanks.

Introductions / Back.

I'm back I guess. Mainly to lurk around on the forums and such, but I might hop on HRP sometime. For those of you who don't know me, I was an old HL2RP fag and an HRP admin. For those of you who do know me, hi.

Half-Life 2 Roleplay / Continuing on.
« on: May 27, 2013, 02:10:59 AM »
Hey all. Not going to go to long on this intro part to the thread, but basically rest in peace HL2RP. Had some good memories, and some bad ones. But hey, it was pretty good all in all. Surely won't forget it. Anywho, I feel kinda weird leaving some of my characters just 'there', so I guess here's a thread where people could post what happens from this point on in regards to their characters from now through the events of HL2. Pretty sure their was a thread like this that spoke on after the war, but I kinda want to see what people vision their peeps doing. Pls2admins not take thread down btw  :'(

Jennifer Hanson - Hanson would continue her rather reclusive, nomadic lifestyle she adopted following the events revolving the death of Laurence and his crew, generally sticking around the City 17 outlands area. She would continue surviving in the outlands for many years, along with other hardened veterans of the harsh enviornment. Come time of the arrival of Freeman and the uprising, Hanson would support the cause from outside the city, helping refugees make it out to safety. She would finally fall to Overwatch gunfire covering refugees on their trek to White Forest.

Just an example above. I'll do my other two characters later, but you get the point  ;D

Guides / [OCRP2] Police Chief
« on: May 13, 2013, 09:50:41 PM »
INTRODUCTION:

So, you’ve managed to climb your way up from the lowly ranks of a mere police officer to the Chief of the entire force? Well, whether you earned it through hard work or from a simple promotion from your buddy the mayor, you’ve got your work cut out for you, because being the chief is no picnic. It takes leadership, ingenuity, courage, and charisma. It takes a willingness to lead, and the know-how to handle a wide variety of situations that are thrown your way. Don’t worry, though. I’ll teach you poor, unfortunate beings how to lead a jumbled, undisciplined police force in an efficient manner. You’ll walk out here knowing how to lead the Evocity Police Department, and how to do it well.

As the police chief, you’re responsible for a number of different things. You’re responsible for officers in and out of the field, coordinating actions of the force with dispatch, and reporting situations to the mayor when necessary. You’re also in charge of the Special Weapons and Tactics team, more commonly known as SWAT. All these jobs require a fair amount of attention and know-how, as well as the ability to multitask.  While different parts of the job are dependent on what’s going on in the city at the time, there are certain outlines on how to approach different aspects of it, and I’ll help you fill those out.

RULES:

Before you go any further, you should be sure to be familiar with the overall server rules. Along with that, you should know the rules specific to police officers, SWAT, and the police chief, which can be found below:
Quote
Police/SWAT rules

Do not randomly arrest/handcuff players

•Do not handcuff someone because they're annoying you. They have to be breaking a law.
•Only handcuff/arrest if you have a valid reason to do so.
•The handcuff rules applies to zip-ties as well.

Only use your sidearm if your life is in danger. Walking around with your gun out is not allowed.

•Do not use it to scare others or for "fun".

Do not depend on shooting vehicles to stop them.

•You must try all means necessary to stop a criminal in a vehicle before shooting it.
•You need to wait at least 5 minutes in a car chase before shooting their vehicle.
•You may shoot a car if it is for a serious crime, ex. murder.

You may not invade property without a warrant

•Get a warrant from the mayor or the police chief. If there is none and you cannot get a warrant, you cannot invade property.
•Even if you KNOW they have pot, you cannot raid them without a warrant

Get a proper warrant

•Roleplay getting the owner of the houses name via your police cars radio/police computer.
•Do not just look on the door to see who owns the place.

Do your job

•Do not ignore cries for help or 911 calls
•Listen to those above you (Mayor, or police chief) SWAT and Police Officers are the same rank.

BASIC INFORMATION:

The police chief job is aquirred when, as a police officer, you are promoted by the mayor. There is no NPC that you speak to, or option that you choose in a menu. You have to be chosen by the mayor. To get oriented further with the police chief job, there are a few basic things you should know outside the job description. First off, you come equipped with standard police equipment (baton, Taser, handcuffs, police ram, radio), along with a pistol and a shotgun. You also have access to a special menu for the chief that you can open via F1. This menu is where you can manage officers within the force, purchase items for the police locker, and manage warrants for citizens. Promotions/demotions of officers/SWAT, buying guns/ammo for the locker, and approving/removing warrants for citizens is all done here. Now that you know the basic menu for the chief, let’s move on to managing the force…

When managing the police force, there are a few things that you should always keep in mind. They are as follows:
   1) Always have officers patrolling, no matter what the situation is. Taking all officers off the streets to deal with one situation leaves room for all sorts of criminal activites to just happen without any supervision or legal action.
   2) Don't take actions that endanger the city. Always keep in mind the safety of the populace and the city itself. That would mean, don't order a car in a chase to be gunned down in the city if it comes to it. Do it outside the city, where there's open space and not too many people around that could get injured, or even killed.
   3) Keep tabs on your officers. Be sure to know where they are and what they're doing. The last thing you need for an organized, efficient police force is officers who are roaming around doing whatever, or violating your orders.

But what about officers that don’t follow orders, or refuse to keep in touch with you? Well, you’re the police chief, silly. Demote them! If officers are rushing to a scene when they’re told to patrol, speak with them. If they refuse to comply with orders, then they need to be demoted (You can do so by going to the F1 menu, and right clicking on the respective player’s name). The quality and organization of the police force is dependent on both the actions of you and the mayor, but you on a forefront. You are the one managing the field operations and the day-to-day actions of the police, and it’s you’re responsibility to make sure the people involved can follow orders and keep the city safe. The same discipline ideals above apply to SWAT as well.

SITUATION OUTLINES:

Spoiler for Car Chase:
If a car chase is happening, it’s fairly simple to deal with. Get a few officers to pursue the vehicle in their squad cars with the attempt to pull the vehicle over. If they are unable to do so, DO NOT assign more officers to the chase. lead Having six police cars chasing down a vehicle is going to do nothing more than create a giant mess. Organize a roadblock, and then get your officers to lead the vehicle into the trap. Simple enough.

Spoiler for Hostage Situations:
Hostage situations are rather sticky, and are very dependent on the situation at hand. The one tip that I’d have for dealing with these situations is do not just send SWAT or officers into the building to arrest or kill the hostage takers. This tactic will not work at all, as it will get the hostages, and more than likely, some officers killed. The best to approach the situation is calmly and orderly, while not giving into the demands. The only time you should offensively enter a hostage situation is if you have SWAT on scene, and the hostage takers are executing the hostages.

Spoiler for Mayor Related Issues:
If the mayor is under threat, there’s a basic course of action you should take. While Secret Service is in charge of protecting the mayor, you as the chief and your officers are in charge of arresting the suspects. Now, this DOES NOT mean that the entire force needs to report to the Nexus. Officers still need to patrol to keep the streets safe, especially with situations like an attempt on the mayor's life.

SWAT:

SWAT is a valuable asset for the police force, and are extremely useful in dealing with shootouts, hostage situations that are going bad, or police raids. In fact, SWAT should be the ones taking offensive action in all the above cases, whereas your basic police force should be providing backup and defending the perimeter. SWAT report to you in the field, and are promoted by you. If you're on the fence on whether or not a situation needs you there personally, here's a good rule of thumb. If SWAT is dispatched to the scene or requested, you should be there to organize it, and even enter with the team.

If you're curious about more specifics about what SWAT does, what their equipment is, etc, check out this guide, made by [S-ZPS] Sherman [EC]
