there's nothing in the rules that specifically states players need to roleplay pulling out a weapon before being allowed to actually take it out and raise it at someone/something, talking mainly here about CP's who have taken stunbatons out without any roleplay

prior to hl2rp going down for X amount of time there was a rule that specified players couldn't withdraw a weapon and aim it at somebody in a single /me

i understand exceptions need to be made in the situation of mingerunners but like its a bit distasteful to see CP's pulling out a stunbaton and raising it without any rp

dont rly have any proof except this one example

also while i'm here is it possible we could introduce the bubble concept to roleplay situations? it's sort of like saying that while two people engage in roleplay/combat or whatever it may be that time around them essentially freezes and people are unable to interact with them unless it was thoroughly played out through RP means. i'm talking about situations here like if somebody is ambushed (let's say a CP) and he radios over the radio for assistance, the attackers/CP in question get about 3-4 me's into their actions before another 6 CP's show up with guns raised. realistically by that point the fight would've well played out, and the bubble concept tries to stick to realism by stopping people from prematurely interfering with situations like above

its basically aimed to let roleplay sit through and play out than people screaming for help then spamming steam to get help and reinforcements arriving in 1-2 irl minutes rather than a more accurate IC portrayal

on the topic of broadening the duties of the cwu to include medical hospitality for citizens, perhaps they should also add in another potential area which they can fulfil rather than the cca by basic maintenance and repairing of electrical/plumbing/building materials in citizen related areas

so basically they'd be involved with running stores like usual, medical related things as well as maintenance and repairing things and the like

CCA would still be responsible for repairing their own relevant equipment and CCA-affiliated buildings such as the ration terminal but it doesn't seem very realistic that they'd handle all repairs on a city wide scale

i suppose it would come down to whether you wanted to exclude CCA from having the opportunity to do that roleplay or argue that they never did it in the first place and that it should be given more to the citizen faction for more roleplay opportunities

everyone uses them so i dont see why we shouldn't

essentially they're the normal male/female 01-09 models with a few extra models included but each model is rigged up with bodygroups, so basically you can get over like 250 different customisations per model, it's also possible to script clothing that can be equipped to emulate the bodygroup (i have done it before)

the only known bugs that i am aware of is that your bodygroups don't reset when you swap characters and my attempts to reset the bodygroups didn't work so maybe one of the devs could look into it

Okay, so. The jest of this proposal is that in its entirety there was virtually little to no circulation of weapons in the economy within the city server during the later stages of CG HL2RP. The reason for this would've likely derived from the administration team not wanting minges to obtain weapons. Seems fair enough.

But when you look at the reality of things, and in particular a post-apocalyptic society that is ruled by an oppressive and dictatorial force that restricts what people can and what people can't do; there's surely going to be a large network of black market goods being exchanged on intercity and external levels. I'm not talking just about weapons but forbidden goods like chocolate or alcohol or pre-war goods that are virtually non-existent in the post seven hour war society. If people want something then there will be some form of organised crime willing to provide that service. So why shouldn't that include weapons? I agree that there should be some form of OOC weapon control in that I wouldn't want to see mass numbers of shotguns and mp7's being churned out and handed out like candy, but at the same time I feel that previously there was too much admin intervention in such matters.

I raise the point above of me leading ZEALOT because I was the one who had to deal with resistance operating in the city. As virtually nobody could obtain a weapon unless they had some affiliation with a known resistance group (eg, third eye) or administrators, practically anything that happened in the city warranted the justification 'resistance' rather than some petty theft or mugging or low time criminal. Realistically things wouldn't run in such a way, because organisations such as ZEALOT would be too occupied with dealing with terrorist like organisations rather than simple muggings. As a result your average civil protection officer would on a day-to-day basis deal with practically nothing and thus lead to the eventual conclusion of them becoming bored. Likewise, with the citizen faction of CG HL2RP, removing weapons removes a large variety of roleplay that can occur outside of the simple 'shotcop' that everybody immediately jumps to.

tl;dr
- introduce more guns
- guns make roleplay (ironically enough)
- not having things tipped 100% towards the CCA or 100% towards organised resistance makes the server more dynamic rather than having static gameplay with little to no unorganised events/situations
- restricting guns creates elitism

It was an average day in the life of City Fourty Five. Citizens bustled in the streets in a hurried manner, ensuring to move to their designated areas and to not attract unnecessary Civil Protection attention; the masses of citizens that hung in Precinct Three like an overcrowded street. Everything seemed normal until the blare of dispatch echoed throughout the city alerting the populace of the exogen breach that had occured. The city was in chaos for several hours until the Combine Civil Authority managed to re-secure Precinct One and the surrounding districts. It was then when the citizen populace was alerted to that the breach was caused by none other than the resistance group known as 'Third Eye' that had intended to harm the citizen masses of City 45.

The following dispatch message is an announcement released after the cleanup of the exogen breach.

"Attention populace. Anti-civil infection detected in this City. Purging protocol initiated. All Section Two units enact Order Thirty-Seven."

To the average citizen none of them would know what Order Thirty-Seven was. It'd be a matter of time until they find out.

Civil Workers Union / [DISCUSSION] Potential CWU Overhaul

In order to encourage more activity and passive from the CWU a potential overhaul has been designed by myself with input from several members of the community aiming to bring around citizen roleplay and create more things for citizens to do. Essentially, the basics are:



- A majority of CWU members will be wiped to make room for active characters. Those who are active on their CWU shouldn't have to worry about this.

- The CWU will be given a new leader and two co-leaders who will be responsible for interacting with the Civil Administrator Bureau (CAB) and assisting with events coordinated by the CAB. The CWU will then be seperated into individual managers who will be responsible for running their own businesses.

- The manager themselves have the ability to choose what business they run, how it's ran and what potential employees they will hire. In turn the manager will be required to pay their workers an amount of tokens that they choose on a shift basis (this ensures that for example, Bob works in the box factory and is paid 40 tokens for 20 minutes of OOC work. This would be a shift which was created by the CWU manager who set both the OOC time and the token payrate.) Other businesses can include simple things like operating general shops or produce shops (which will play an important role following the implementation of the hunger mod if it is approved by the administration team) which will turn out a bigger profit.

- Certain industries such as janitorial work and factory work will be given token packages by the CAB instead of having to raise a profit. This way janitors and the like can still get paid however the CWU manager's income will be funneled through the CAB.

- If shops don't operate then there will be no jobs. If there's no jobs then there's little food and thus citizens will starve and likely engage in riot based roleplay. It'll operate like a real economy where players will react realistically to the shortages of income, jobs and food.





Essentially that's the jest of it. Post opinions/feedback/discussion ideas here.


edit: I forgot to also mention there'll still be a medical division however their services will be primarily excluded to citizens with a certain amount of loyalist points.

Accepted HL2RP Suggestions / District Passes

Essentially it'd be using the combine shield entity to prevent citizens from passing through unless they have an item in their inventory in the form of a district pass keycard. This way districts can be used to seperate the 'average joe' and the loyalist from each other, such as on rp_industrial by securing the plaza (and thus only loyalists can access the fancy apartments, cafe shops and have guaranteed CP protection) whereas everybody else would be forced to live in the slum areas where CP patrols would be less frequent and crime more often.

Since I'm finishing up the loyalist system now I'd incorporate this into account so that it would be one of the rewards for reaching a certain promotion in the loyalist hierarchy.

City Administrator / Current Directives of the Civil Administrator

Because we're trying to create new things for citizens to do (and after some planning, it's likely the CAB will become responsible for spearheading some of these jobs in conjunction with the CWU) and as far as what I've seen the CA's are pretty much doing nothing anymore each of you will be required to start writing a list of possible jobs for RP potential as well as appropriate pay rates, eg 15 tokens per shift or something. I expect Reaver to forward all of the suggestions to me over the next few days via steam or whatever along with the OOC name of the person that suggests each thing. If you can't do a simple task like this then you will have your CA removed for inactivity as well as not contributing some basic ideas to enhance roleplay.

A minimum of three jobs per CA will be expected.

IC Chat / A Matter of Investigation

This is a response to 091’s authorisations for going rogue from City 38. The events depicted are a response IC’ly and all actions have been discussed with wanderer in advance.

The monitor flashed consistently every few seconds with a dull blood stricken red colour that signalled a connection waited to be opened. 621 wondered curiously to himself as to why City 38 wanted to urgently contact City 45, and in particular, as to why they wanted to contact specifically him. His hand swiped over the bio lock as the screen lit up. He was greeted by the mask of an Officer personnel whom by the appearance of his uniform was likely in charge of internal affairs. ‘Sir.’ The unit began. ‘Approximately six hours ago one of our units managed to escape the city boundaries and escape into uncontrolled sectors. She was accompanied by another but was shot by-‘
‘And why are you telling me this.’ 621 interrupted. He didn’t have the patience or the respect for units who wasted his time anymore. None of them seemed to understand how important his time was. The unit stuttered for a few moments trying to bring himself back to his rehearsed lines. ‘T-The unit, s-sir. She was recently transferred from City 45..I thought it might have been worth of note to m-men-mention it in case there was others.’ 621 looked down towards the console as the data connection opened and sent through a report compiled with the events. The words ‘Hailey McLinn’ flashed across the screen accompanied by the unit’s report. What bothered 621 the most was that there was nothing unusual about her report. Usually small indications were present that showed a unit was likely to become unstable, perhaps a refusal of duties to follow out level one verdicts on citizens or a reluctance to assist with a raid; but not this one. That’s where his curiosity got the best of him. ‘I expect to have security footage of the last few hours of her before she escaped the city.’ 621 began. ‘And for the areas that she was in before she escaped to be quarantined. I will see you within the hour.’ His hand swiped once again over the biolock causing the monitor to darken. His laps parted to speak in accordance with the ‘click’ of his radio. ‘I require synthetic transport to City 38 immediately. Ensure that it’s arranged.’ He stated then silenced his radio. Perhaps something big had happened, for it wasn’t every day that an 01 managed to remain undetected and then successfully go rogue.

Several hours later.

The woman screamed as the baton plummeted again and again. She couldn’t do anything but cry as the units beat her husband on the floor as if he was worthless. The four of them alternated between using their batons and their legs, their arms, and an assortment of items over and over. The units themselves may have had some reluctance in their duties, or questioned the extent of the verdict to the citizen; but neither of this was visible. 621 simply waved his hand towards the units indicating them to stop. The woman continued to sob hysterically with her face buried between her hands. Her husband lay still on the floor, blood dripping from the top of his skull. ‘T-Th-They took some cl-clothes..p-paid us…I s-swear that’s all.’ The woman finally broke. ‘Th-that’s all.’ She repeated. Her eyes looked up towards 621 hopefully, as if that she’d have given him what he wanted. She thought to herself desperately that maybe they’d be left alone now. Her thoughts were urgent with her husband thinking of the immense costs it’ll be to get his injuries fixed. 621 gave a small smile under his mask in conjunction with a small nod of his head. His hand ran down to the side of his holster as he reached for his pistol. ‘For assisting two units that have neglected their duties, turned their back on their benefactors and declared themselves as traitors to the union –‘he began as he raised his pistol, the safety flicking off as he took aim at the male. ‘I condemn you to death.’ He finished, pulling the trigger as a single round ripped through the husband’s skull. The woman suddenly screamed as her mind comprehended what had just happened but it was too late. Several bullets ripped into her torso that left her sinking off the couch and onto the floor. Her hand twitched as she tried to pull herself up. ‘It was almost a feeble attempt to survive’. 621 thought to himself as he looked from the woman to her City 38 uniform.  Eventually her movements ceased and her eyes became lifeless and dull, her heart having finally stopped beating. ‘Clean this up.’ 621 ordered the four units waiting by the side of the room. He turned on his heel to leave.

422 lay on a medical table with his torso and arms strapped to the sides. Even though he was asleep he was secured fatally to the table. There’d be no chance of escaping when he awoke. The unit closest to 621 brought before him a small documented report of the experimental serum that had been discovered empty after being used by 091 and 422 as well as camera footage and DNA records of the blade that 422 had injured himself with and the blood by 091’s gear that she had left behind. In accordance to transferral records 091 had her picture updated a few weeks prior to her disappearance. ‘I assure you, sir. She’ll look practically the same. Perhaps a different hair colour and her eyes but everything else is the same.’ The unit continued, abruptly finishing standing silent as 621 read over the document. ‘And do we know where she’s headed?’ 621 questioned. ‘At this point of time, no, sir. But we believe the rogue here may know, although he won’t wake up for some time.’ 621 glanced over towards 422 once more. The blood had been wiped clean, his injuries fixed to ensure optimal interrogation tactics; yet he looked almost peaceful. A shame that wouldn’t last too long. ‘Have him ready to be transferred to City 45. He’ll be interrogated there and sent back here if necessary.’ He stated to the unit.  He then pivoted on his heel towards the rooftops where his transport awaited.
