1) Please write a minimum of 3 paragraphs OOC'ly detailing why your character wishes to join the Combine Civil Authority and what lead your character to do so.
Kevin Cooper had a tough time deciding over rebels and Combine Civil Authority, but decided for the better and decided to apply for the Civil Authority. His friends, most whom were loyalists and the rest trying to be, encouraged him to "go for it". He thought it was a great idea. Kevin Cooper realizes that he'll likely have to give old friends up, and possibly make new ones, but he's willing if he wants to become a Civil Authority. He's always been on the side of the Combine, requesting a Civil Protection if neccesary. He's happy as a loyalist but wants to take the next step up on the ranks. He'd like to help the Combine Civil Authority in all of their actions, and has already done much to help them in their efforts, including reporting someone that wanted to begin a rebellion, signing up for Loyalist status as soon as possible, and always doing anything he can to help them.
Kevin Cooper knows that a Combine Civil Authority is given a fairly large amount of power, and also realizes that that comes with a larger amount of responsibility. If he is to become a Combine Civil Authority, he will carefully read over the regulations, rules and verdicts that are given to him. He will be completely impartial in his decisions, listen to his superiors and be respectful to all Combine Civil Authority. If he's given an order, he will do it as soon as he can, and do it with wit and respect. Kevin Cooper would love to sign up for Combine Civil Authority because of the added bonuses they get, such as regulated food and water, and more.
Kevin Cooper won't forget that Combine Civil Authority are constantly dealing with many issues, and will make sure to deal with as many as he possibly can to help the Combine in their efforts. He'll always fly straight and narrow with the combine, doing all he is expected to do and, if possible, more. He'll use his equipment only if neccesary and follow all the rules they're expected to. He will try to move up the ranks, but if thats not possible, he'll do all he can at his current rank. Kevin Cooper will respect the units of the Combine Civil Authority as one, and never slip up in his efforts. He's put his heart and soul into becoming Combine Civil Authority, and will be happy but respectful if he is approved, very happy and respectful indeed.

3) Please provide 2 paragraphs about what you are expecting the Combine Civil Authority to be like for you and your character?
Kevin Cooper, as said before, knows that its a large responsibility to be a Combine Civil Authority, and will follow the rules and regulations of it. He expects to be able to deal with anti-citizen behavior, such as rebellion, uncivilized acts, and contraband as soon as possible, rather than report it and run the risk of the suspect getting away. He'll do as much as he can to aid the Combine Civil Authority, and destroy the efforts of the rebels. Kevin Cooper knows that being a Combine Civil Authority is more physically healthy, and hopes to become stronger and more agile as a Combine Civil Authority unit. Before he applied for the Combine Civil Authority, he became a Loyalist, as all others do, so he knows what its like to respect his superiors and the like. He's always hated rebels, even if he did almost consider joining them at one point (but decided not to). He'll give his best efforts to help the Universal Union in their efforts.

He will make sure that Citizens do as they are supposed to, act civilized, and do not commit crimes to hinder the acts of the Combine. 4) Please provide a detailed back-story from an out-of-character perspective on your applying character. This section must be detailed and consist of a minimum of 300 words.
Kevin Cooper was born April Seventh, Ninteen Seventy Two in a hospital in Georgia. When he was only three his mother died of cancer, and only two years after, when he was five, the bank that his father worked at was set aflame, and his father was buried underneath piles of stone and wood. Now orphaned, he denied any offers to go to an orphanage and lived alone in the back alleys of Georgia. When he was eleven, a stranger convinced him to live with him, and it turned out to be the greatest time of his life, despite his mothers warnings to never talk to strangers. The man always treated him more kindly than any orphanage ever could have, and while the man was a bit low on money, he would always spend all he could on little Kevin, keeping him fed with clean clothes and very healthy. Of course, years later, in 2015, that all changed with the Seven Hour War. The day before it happened Kevin had almost decided to join the police. He's lucky he didn't as all police and army men were killed during and after the Seven Hour War.
Kevin Cooper was still living with the man after the Seven Hour War, but the man was shot down for yelling at a Civil Protection, not knowing how much they were capable of. Kevin Cooper then decided he would live on his own, as everyone else did. He lived in the bomb shelter of his "fathers" house, eating canned food and nonperishable goods until the Combine found him and relocated him to City Twelve. He got into a bit of trouble with the Combine there, however, disobeying an order, and got a beating. After another offense of disobeying, four weeks ago, he was relocated to City Eighteen.
Kevin Cooper, only four weeks ago, stepped off the train and onto the main train station of City Eighteen. He'd been in trouble a lot with the Combine Civil Authority before, but decided to get a fresh start. He gathered a few friends in the apartments, and after seeing one of his Loyalist friends, asked how he could become one. Knowing that he would require five loyalist points, he decided not to ask for them and simply do good deeds for the Combine. For his first and second point, he had stopped a rebellion that had two members in it. For his third and fourth point, he cleaned up stains on walls and ripped down Rebel propaganda (respectively). For his fifth and final point, he turned in level two contraband to a Civil Protection. He's earned even more points after that for cleaning up bloodstains and the like. Finally, he decided, after he became a Loyalist, that he would become a Combine Civil Authority.

Being assaulted by a mad-woman who hated Loyalists. Twice! And saved twice. By the same man. It was all a lot of fun, especially when I was only seconds away from being locked into her room when I got dragged away by the man.
