Title: Another logic riddle

Similar to nick's riddle (and nick is excluded from answering) heres another puzzle:

Same rules apply to this riddle as did with nicks:
- Find the rule that applies to each line
- Apply the rule to the final given line and produce the line thereafter.

It's the same rule as nickums' is it not
Each 2 sets of numbers describes the amount and value of the groups of numbers above (yes that explanation is shit)

=> 21 because there are 2-1s

=> 1-2 and 1-1

Your next in the list after 31131211131221
is 13211311123113112211 if I'm not mistaken. I may not have written it right either.

Yeah you kinda gave it away by saying it's similar to mine.

The only difference is that with mine, you just add up all the numbers and then write it. And with yours you literally write it from left to right.
The reason I was excluded is because I got the answer in like 2 sec on steam. :P but now that kiwiee got it, I guess I'm allowed to post this. Lol.
