Write a detailed in-canon back-story how your character obtained these authorizations.
One day while Thomas was telling his jokes out in the cold area of District 2, he needed something to draw more people in, something, warm. He stumbled around the entirety of District 2, searching thick and thin through the buildings and streets. He stumbled across this one house and shuffled through the drawers, he stuck his hand in and felt around and to his surprise found a new box of stick matches. He continues searching District 2 and rummaged through trash upon trash to find anything flammable; he found numerous pieces of cardboard, wood scraps, and plastic, while not the safest thing to burn, worked.
What will these authorizations give your character in regards to perks or defects?
+ Ability to create basic campfires to draw in attention and create a warm area.
- May draw unwanted attraction and is probably against Union law.
What do you plan to do with these perks/defects?
Make campfires to draw people into spots and create passive RP locations.
