What is CWU? I understand they help people but do they help the CCA and the citizens or what? And, if they help the CCA what do they do for the CCA?

Citizens: Normal civilians who live each day as it comes
Loyalists: Normal civilians who praise the Combine and long for it to do well
CWU: Loyalists who go the extra mile, by creating work or selling products made/published by the combine
CCA: Combines police force
