Director- This is the Leader. More than just a citizen with a white shirt. The Director coordinates all CWU activities, creates CWU structure, and organizes workers with the help of the Manager.
Manager- The Manager assists the Director in his tasks and often deals with inter-Worker disciplinary issues.
Quartermaster Can generally order those below him. In charge of the Union Warehouse.
Representative- - Has more honor in his rank than a Worker; and can suggest ideas to the quartermaster. Can order Workers around to a limited extent -if- no higher ranked are available.
Worker- This is the most basic rank in the CWU. When you join, you're one of these. If you've been here for a few years, you're still one of these. The Worker works diligently on projects set forth by the Overseer.
Complete obedience towards the Overseer is expected in all matters.
Furthermore, All CWU members are merely Citizens with a white shirt. You are not better than a citizen and are subject to the same disciplinary actions a Citizen is.

No, it's not. The ranks have been entirely reworked.

No. No I will not.

It is organizer. The "Overseer" would be the CCA.
And no CWU member of any rank is above citizens.
