Title: Question: Civil Protection flags

I would like to ask
As a civil protection unit does that entitle you to pet flags?
If so, should I get it at RCT rank
Because i see lots of civil protection with props and i they say CP's should have the flags alreayd, but i havent been given such flags as of yet
