Title: Update for 2/22/2011

2/22/2011: VIPs/Gold members no longer have a respawn timer.
2/22/2011: Arrests don't display to the entire server anymore.
2/22/2011: New lockdown script. Mayor only, sirens play in the city and at the jail.
2/22/2011: Apocalypse event added in.
2/22/2011: Commander will loose his job when killed.
2/22/2011: Cops now have a P228 and their MP5 can no longer be dropped.
2/22/2011: You no longer have to aim down the sights to shoot.
2/22/2011: Coast Guard get a special MP5 and P228.
2/22/2011: Removed keypad crackers. If you still have one, hold on to it as you cannot get them anymore.

2/22/2011: All guns are now the CS:S ones that come with GMod.
2/22/2011: Added a TMP.
2/22/2011: MP5s are no longer buyable.
Found a few issues with the weapons that I hadn't noticed before and I'd rather use the default ones for the time being.

It glitches on certain people sometimes. I get the problem a lot.
