i can't delete steam.DLL wich is the reason I can't join the hl2rp. What should I do? Please help me!

Okay, I'll put it in big words since we tried telling you 20 times.
YOU HAVE TO COMPLETELY EXIT OUT OF STEAM AND DELETE STEAM.DLL AND TRY AGAIN.
