Title: Tow truck ticket menu bugs if you decline to pay

What happened when the bug occurred? I declined to pay the fee because I felt the towing was unfair, and then can't close the tow truck payment menu

What was supposed to happen? The "X" button doesn't close the window, and even OCRP2_CloseMenus won't close it.
