Title: Fishing - Can't use rod

What happened when the bug occurred?
I could not equip a fishing rod.
A concern I have is how would I put it away when I am done fishing?
What was supposed to happen?
Shouldn't there be a way to equip it?

I have a more detailed thread on this matter but yeah, this needs to be fixed. I  maxed out my fishing book and would like to be able to actually fish.
