Title: Police ticket system

What happened when the bug occurred? Nothing out of the normal- I was issuing a traffic citation via the new menu. When I went into the menu, I was able to type in an amount and reason, but the name showed as 0. I tested this again with a second person and confirmed that their name all showed up as 0.

What was supposed to happen? As far as I know, when I bring the ticket menu up, their name is supposed to automatically fill in the name.
