Title: Token supplies for non VIP and Gold members

A few people have apparently mentioned they've been getting an income of tokens, just as VIP and Gold members do, when they're not gold members or VIP's.

I don't think it was ever broken really, but whatever. It didn't occur when I tested it with Smt.
