It says I have VIP on this account because I bought it a few years ago when I had a working computer, but now that I can play HL2RP again I don't have the VIP benefits. I might not have them since I made a new character because all the ones I had were gone for some reason, do I have to buy it again?

You don't have to, and in fact can't, buy VIP again.
HL2RP, if I recall, is having some difficulties with forum integration at the moment because the code that's been updated to GMod13 is still in development. Perhaps one of the HL2RP devs can offer more insight.

Alright then, thanks. I can't just ask an admin in game though?

Admins have very little power in terms of donations, that's handled by developers and owners due to admins not being able to verify if a donation went through correctly and look at the person's credit history.
