If one were to investigate the contents of the envelope, they would find a simple sketch on a sheet of paper, and a pair of words in the bottom right corner.
One day after the appearance of the strange notice-board, it would appear that it has been taken down. Curious.

It was another normal day at City 45, where most of the people would just sit at the Plaza, go to the P3, or just stay inside the UCH.
Amanda woke up from her bed, in UCH apartment B4, walked through the P3 Checkpoint and the tunnel, arriving to the bar. It was known as Greg's bar. Amanda opened the Bar door, and walked inside. No one was around, and there were only the usual stuff, some alcohol, beers, and what not.
However... After a quick look around, three items pinned to the wall catched her attention. It seems like there were two pictures, with an envelope. Amanda looked at the pictures, thinking it was a Hit photo, due to the target symbol. She took the envelope, quickly opened it.
Inside the envelope, there was a strange sketch, looks like a skull with wings, horns, and very sharp teeth. On the bottom right of the sketch, there was a small text. The text was "WE KNOW".
"We know... But what do they know...?"
After Amanda red the text, she quickly folded the sketch back, putted it inside the envelope, and pinned it again. She went out of the Bar, and jogged to the abandoned P3 hotel.
** A new day begins at City 45, the sun is rising once again. **
As the sun is rising, Amanda wakes up from his bed, in a local abandoned hotel. She walks down the stairs, and exits through the front door.
As she walked outside, he glances at the Bar, wondering if he should go back inside. She hesitates for a few moments, but finally walks towards the bar. She opens the bar's door, searching for the Photos and the envelope.
They are gone. Amanda quickly closes the door, trying to catch her breathing. She walks to P1, back to the UCH, feeling a bit dizzy.
When she arrives at the UCH, she goes to her room sitting on the couch for a few minutes, thinking who would have did these photos and the sketch.
No one posted here, so I'm trying to see what will come out of this.
Edit: Edited so it will fit for C45, plus my other City character. Sorry for thinking it was at the OL.

Barak went out of the Inn, and went to the bar. It was known as Greg's bar. Barak opened the Bar door, and walked inside. No one was around, and there were only the usual stuff, some alcohol, beers, and what not.
