For coast guard I added a confiscator. You can confiscate smuggled packages. Please dont abuse it.
EDIT: Swep was changed to an actual code. Pressing on a package as CG when not in Red Harbor will confiscate it. ~Tomasas

Will apply on restart.

Nobody is allowed to, but people do it. There is a rule against it.
