Title: Two forum bugs.

1) When I try displaying forum members with an award, when there actually are none, the bottom of the page is borked. http://www.catalyst-gaming.net/index.php?action=profile;area=awardsMembers;id=9

2) [Admin only] Issue a Warning page. The select of pre-set templates and reasons cannot be selected, and the list of subject's previous warnings is not obviously working correctly as well.

Oh, and the first one is just an unmatched </div>, I'll look for it when I get a chance.
