Name: Dr. Charlotte Dawn

Write a detailed in-canon back-story how your character obtained these authorizations.
It was her tenth birthday when Charlotte just could not hold in her excitement anymore, she got up at five or six, she didn't even know and ran across her mansion into her parents room, violently forcing them to wake up, and with success. They took her downstairs grumpily, revealing the piles of presents she had been given. After a good thirty minutes of pure unwrapping she stared at what she had been given, speechless. She finally managed to reply..
"Is that it?!" she screamed, throwing her presents around the room. Her parents exchanged worried glances, her mother quickly spurting,
"H-Here honey, we got you this as well."
She looked down at the monocle in her hand and nearly went on a rampage, but suddenly, she examined it closely. It was the most beautiful thing she had ever seen, and she promised to wear it everyday, all day.
She even wore it on the day of the combine invasion, it nearly breaking when her car was attacked but she was far too cautious to allow it to break. She kept it heavily protected throughout her life and even now. She would rather die than damage the well being of her monocle, being the only true memory she has left of her parents. It also makes her look more intellectual and gives her a certain swagger incomparable to no other mortal being.
It was on her arrival to city seventeen a while ago she spotted a white cup and saucer on the table, containing the few last droplets of tea. Her suitcase was slightly hanging open, and so she quickly stole them and placed them gently inside. She carried them in her suitcase and took them everywhere with her, just in case she ever got tea. In extreme cases she would buy tea from CWU shops, and then swap it inside to her special cup. As a City Administrator in City Forty five, she drinks tea very frequently and keeps the cup and saucer on her immediate person, at all times along with her monocle.
What will these authorizations give your character in regards to perks or defects?
Perks
MONOCLE:
A certain swagger.
Appears more intellectual.
Looks posh.
CUP AND SAUCER:
Can drink tea anytime she wants.
Can drink tea with added swag.
Can boast about her tea as it is on her immediate person.
Defects
MONOCLE:
Must be cleaned frequently.
People are going to get jealous of this beautiful pre-war piece.
Can be lost/broke easily.
CUP AND SAUCER:
Slightly worn and dirty.
Also needs cleaning.
Can drop it and break it quite easily.
What do you plan to do with these perks/defects?
Stroll around the nexus and CA office with tea and her swag monocle.
Drink tea whenever I want, in front of whoever I want.
Look smart.
Show off my posh background to everybody else.

Seeing as how it's a prized possession from her childhood and the only remaining memorabilia from her parents, it would send her into deep emotional trauma followed by withdrawal symptoms.
The cup and saucer: meh.
