I, Siera Ponikvar, was asked talk to you all about starting up a full time newspaper. The vice consul has asked us to be in charge of this paper and has asked the following. One, We build a printing machine for the paper. Two, any civilion who helps produce this paper must be a loyalist with 5 or more points. Three, The paper can only contain Universal Union material and propaganda.
