So I had a city character and I went to go check out the outlands to see what It was like and I used that city character. Now I got in the server just to figure out that I could never play a city server on that character agine...WTF! I was never told about this where was this brought up? Is there anyway to get my character back to the city because I am very angry.

Make a outlands character appeal with the correct format. (If it was a misclick/the sort you don't need to write a backstory.)
