Write a detailed in-canon back-story how your character obtained these authorizations.
Jai was in the slums or P3, in the bar, after awhile of chatting, he ran into Johnny Rebel, whom showed him his shank, Jai was dazzled by the thought of a homemade knife, and asked him to teach him, Johnny agreed, telling him to find a piece of metal, they walked around the corner into a dead end next to a single apartment and a rubbish pile.

Jai noticed an oil barrel near the area and began to kick it with laughter, Johnny told him it would not work, so he moved onto the trash heaps on the floor. After a few mintues of searching, Jai came across a mug, he immediately had an idea, the sides curved in and would be perfect for holding a shank, after more searching, he came across a small piece of metal, it was somewhat square, so Jai had his work cut out for him, Johnny said he would be on his way, as it would take him a long time to carve the knife, he said his goodbyes and thanked him.

After a long time of carving, Jai wiped the beads of sweat off his forehead, the unfinished shank needed a way of keeping it in the mug and holding it nicely, Jai reverted back to the rubbish pile. Jai cut open the plastic rubbish bags, looking for things, then an idea popped into his head, why can't he wrap the rubbish plastic around the shanks, he cut one of the rubbish bag into a straight slip, placing it on the floor for later.

Jai struck another idea, he slid off the top of his citizen outfit, and carefully held the shank together with his hands as he slowly cut the elastic area of his briefs, taking out the thin elastic. He then put the plastic onto the bottom of the mug handle, pulling the strip to the top of the the handle, winding the elastic around it, making a nice handle. Jai then stabbed the air a few times, happy with the shank, he then placed into his pocket, moving on.

** Jai Wright comes up with a mug, ripping off the handle.
Jai Wright says "We can tie metal onto this!"

Jai Wright says "Do you know where we can get metal?"

[|| 6'0 | 150 lbs | Av...] says "This oildrum."
** Jai Wright repitively kicks the oildrum, trying to kick out a patch.

Jai Wright says "Hehehe!"

** Jai Wright rips open bags of rubbish, putting his hands through them.
** Jai Wright eventually gets pricked by some metal.
Jai Wright says "Oh!""
** Jai Wright picks up a piece of metal.
Jai Wright says "Oooh!"
Jai Wright says "Can we use this?"

Jai Wright says "Do you know how to sharpen this?"

** Jai Wright slashes it against the fence, repitively.
Jai Wright says "Hahaha!"

** Jai Wright nods.

Jai Wright says "What about my pants leather?"

** Jai Wright contineus to rub the metal against the fence.

** Jai Wright continues to do so.

** Jai Wright nods.
Dispatch broadcasts "Citizen reminder. Inaction is conspiracy. Report counter behaviour to a Civil Protection team immediately."
** Jai Wright continiously slashes it against the fence.
** After awhile the knife forms into a nice edge.
** Jai Wright rubs the mug against the wall, ensuring it in nice and straight for his shank.
** It becomes somewhat flat, the back still having small outwards rims.
** Jai Wright places the metal inbetween the rims.
** Jai Wright holds it between the mug handle with his hands.
** Jai Wright puts his handle into his citizen outfit, using the semi-shank to cut open the elastic in his briefs.
** Jai Wright pulls out the elastic, the briefs sagging.
** Jai Wright ties it around the mug and the metal, making a holder.
** For the knife, so it doesn't fall out.
** Jai Wright walks upto the rubbish patch in the area, cutting a lot of the plastic bags that holds the trash.
** Jai Wright puts the plastic around the shank, spinning it around the shank as a firm grip holder.
Jai Wright says "Oooh!"
** Jai Wright stabs the air abit, grinning.
Jai Wright says "The rebel method, hehehe."

What will these authorizations give your character in regards to perks or defects?
Perks
* It is useful as a weapon.
* I can use it to hunt food, e.g rats, mouse.
* Easily hidden in his pocket and taken out within a moments notice.
* Nice and lightweight.
* Can be useful as a slashing weapon.
* People would fear him more, if he pulled out a weapon.

Defects
* If I scratch myself, I might get a disease
* It would be found during a search
* Will only pierce light clothings, e.g citizen outfits
* Easily taken
* Possible chance of breaking
* The plastic used to hold it has been holding rubbish and could possibly be slippy.

What do you plan to do with these perks/defects?
Hunt for food, imtimidate and possibly attack people.
