I'm at ends, I can't see some player models but obviously I don't know which

Uninstalled and reinstalled GMod, both content packs installed once again - still no fix.

Which gamemode are you having this issue with?
If it is HL2RP, it could be that you are missing City Administrator models. These are available for download somewhere separate because someone forgot to include them in the content pack (if there even is any.)

If you are rather missing textures on the map. (Such as grass, or the wires in the air) then you are probably missing HL2 Ep1 and Ep2 models/materials.
If you have those games, make sure they are installed properly, then run them both at least one time to fully set it up. Then go on Gmod, in your main menu click on Extentions. Make sure everything is checked, click apply and restart Gmod.
This should usually fix it.
Any last try if the above didn't work is to verify game cache which you can do by rightclicking Gmod in your Steam Library, and go to properties.

He's having issues with OCRP because the other day he was complaining that they wouldn't work no matter what he did and even when we told him the right stuff it still didn't work for him.
EDIT: I wonder if that PERP3 Content folder is conflicting with OCRP content.

I had the same problem at first. What you need to do is reinstall the content packs and when the message pops up for a conflicting file hit "move and replace". This will get the textures to work and they will work on PERP servers and OCRP
