Where: Outlands When: tonight?
Don't really need to add any information, everyone knows what patrol means. ;)
Edit: Okay, here it goes
The sun is just getting ready to set, when a explosion echos the valley, The sound sends a shock wave throughout the valley soon followed by gunfire and the sound of a Gunship flying overhead (This could just be a sound), at the town a man comes running from the direction of the blast shouting Combine! ( I could make a guy for this) it turns out they appear to be on a anti citizen hunt.
I am sorry if it's not a lot, i can't really think of a good story.

Overwatch does to do patrols, and other 'missions', but they aren't really 'events'.
Unless your suggesting an Overwatch Patrol Event, if so, could you add some more detail how we could make this be an 'event'.

I say in-general have a patrol sometimes, I hear people all the time asking for them. I do not know if they are or are going on in Outlands.

Overwatch scouting patrols should be more common then a few times a week. Whether it be synth scanners or a few OTA soldiers, they should be doing more general recon. Doesn't mean they should be engaging, but rather discovering high quality targets and general gathering locations for real combat patrols.
