Write a detailed in-canon back-story how your character obtained these authorizations.
http://www.catalyst-gaming.net/index.php?topic=12426.0

What will these authorizations give your character in regards to perks or defects?
Perks
Advanced sparing techniques would help if he ever got into a hand to hand combat situation.
If need be although not very likely he would know how to rappelle out of a situation if the need ever arises.
He would know how to maintain his own weapons.
Obvious one, he would know how to fire at near to full accuracy.
He would be able to have more endurance and do more straining things than other refugees.
His mental skill could help in lots of different situations if the need ever arises.

Defects
He may stand out as a bigger target to the OTA, or maybe other citizens.
He might get quite angry if people interrupt him while he is exercising due to that being a new part of his life.
He does not have a very accurate weapon, so this could defect in the fact that he would still have to deal with bullet spread.
People might keep asking him to clean and maintain their weapons. Which would get him quite angry.
He would still have to find equipment to rappelle with.
Others might just use him for his abilities.

What do you plan to do with these perks/defects?
I plan to use them to enhance roleplay, I would hardly ever need most of these perks anyway but it would be nice to have them under my belt so that if someone says "You are not a good fighter!". Even though I have had all the training IC and OOC anyway I would still like to just pull this application up and say, "I have auths for it".

Will anyone else need these auths? (If so, list OOC and IC name(s))
Nope

Which server does this apply for?
Outlands

Extra Notes (optional):
I hope that I am allowed to use the diary I am making for a application. I might add more skills although I probably will not. I have had these skills IC for a long time but I just want to get them on paper.

What I picked up, are you using the auth's as an excuse to tell people you are a good fighter?

You also do not need these types of authorisations to tell people you are a good fighter, it is very illogical and both foolish to fight someone if they say you are not a good fighter or challenge you.

Either way, it was laid out quite well and I see no harm in the authorisations being given. I will wait for more opinions before I distribute a verdict.

No, I do not mean it in that way. What I mean is I have had so many situations where a random person comes to fight me and I am ICly trained in that skill but they still bitch and moan, I would just like this auth to say that I am deffinetly trained in that skill and not just saying I am.

The backstory currently has a number of structure/grammatical errors which need to be rectified before I lend my support.

I have fixed most if not all of the grammatical errors. Sorry about that I should have checked for errors way earlier.

(if I can't post here tell me not warn me I can't finds any stickies that said I can't)

I have a very good questions that I think should be asked on a lot of apps involving marksman ship/medical training:
Do you know these skills OOCly? How did you learn them? How do they know that auths are being given to people who don't really know what their doing?

Yeah it bothers me when people dont know the dofference between an anti-inflmmitory and an analgesic. Granted i might have not spelled it correctly but i at least know the difference. Oh and not to mention people think they can just stick their fingers in a bullet wound and pull out the bullet then put some magic biogel in it and put a bandage over it and its fine. They forgot to sanitize, putting fingers in will just do more damage, biogel isnt magical, you should probably close the wound, bandage is the bare minimum for external defence, and dont forget to give them antibiotics to prevent infection.

Marksman skills arent really needed OOC though. Its all technique really. No theory needed.

I have fired and know how to clean rifles IRL, due to the fact that I am in air cadets. I have fired the 22. rifle and a L98. and have learned how to clean them, and what all the parts are called.
