This sentence lacks proper grammar and spelling, and it seems, to me at least, that you're just trying to get your post count up.

However, what I think you're trying to suggest is that gaining a CCA character should be changed from applications, to a "Promote on Merit" system.

I disagree, its just a breeding ground for friend-politics.
