Title: Ability to tie character if he/she fell over

Hey,
I think we should be allowed to tie other characters if they have fell over. It is a bit annoying, when you have to ask somebody to stand up so you can tie him, plus if he is new or mingebag. I hope this is not so hard to edit, or is it?

P.S.: Wasn't sure to fill this in Bug Reports or in Suggestions. Move, if needed, please.

You can tie them when down, just a little hard, really.
