I have donated, and am able to use tools and spawn props, but I can't use voice commands as a citizen. Why is this?

I don't know much about HL2RP, but according to the update thread (http://www.catalyst-gaming.net/index.php?topic=9908.0), it says that you need an OP to manually activate it.

Voice command access has nothing to do with VIP/Goldmember. It comes with ToolTrust.
Those who already had ToolTrust, can request Voice Commands from an operator+.
Those who did not had ToolTrust yet, will automatically get Voice Commands as soon as they get ToolTrust.

Seeing as PE flags (ToolTrust) comes with VIP/GM benefits, you should also get Voice Commands.
If you did not have them yet, Ask an operator+ to give you /plygiveha
