I am a VIP and I don't have my exclusive Dodge Charger thingy?
I really hate the old car...
Is this a bug or is this mean't to happen.

You aren't given a Dodge Charger, you can use one when you're a cop. It's an option at the car issuer in the nexus garage.

Fishy is true, you're allowed to drive the dodge charger as a police officer, it's not given to you in the sake of free usage.
