I think you need to make a guideline or checklist to promotion, like Statua has. It gives people something to work for, and let's you make a bureaucracy of trainers, so you don't have to do it all the time. :D

Its a Merit/time System. So longer you have been with us or the more know you are. Higher you are likely to go. The CWU is mostly Human resources.
